- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Part 12.6, using Simplified Acquisition Procedures FAR Part 13. This announcement constitutes the only solicitation. This combined synopsis/solicitation shall be posted on both FEDBIZOPPS and NECO (https://www.neco.navy.mil/ ). The Request for Quote (RFQ) number is N00244-09-T-0383. This solicitation documents incorporate provisions and clauses in effect through FAC 2005-31 effective 2009 April 20 and DFARS Change Notice 20090115. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far. The NAICS code is 511110, business size is 500 employees. A single award, firm fixed price purchase order is anticipated to be awarded as a result of the RFQ. This requirement is to for the publication and distribution of a Civilian Enterprise ! (CE) Base Newspaper, the "Navy Compass" for the Commander Navy Region Southwest. This effort will be a weekly publication IAW the Statement of Work and will be distributed to various Naval Bases and Naval Installation across the Southwest Region. All proceeds from the sale of advertisements shall belong to the publisher, who shall look exclusively to such advertising for all publishing costs and profits, and shall constitute consideration. It is anticipated that the contract shall be awarded for a base period of one year and will provide for four additional one year option period for a total of five years. The attached copy of the solicitation contains a complete description for the weekly publication and applicable provisions and clauses. This procurement is competitive, 100% set aside for small business concerns. All responsible businesses capable of meeting the requirements of the solicitation are encouraged to respond.
