- It is the intent of the Army National Guard to solicit a sole-source proposal in accordance with FAR 6.302-1, to The Corporate Executive Board Company, for a 12-month base period and two 12 month option periods for organizational subscription to their human resources network, Corporate Leadership Council (CLC). Corporate Executive Board is considered the only known source able to provide the full spectrum of human resource management tools and support available through the CLC network. Subscription to the Corporate Leadership Council is unique in that the professional human resources network consists of over 1,400 organizations that contribute to the overall knowledge management system. Subscription to the CLC includes unlimited support to the Government to include: a dedicated accounts team providing unlimited support to the organization; unlimited support in conducting internal human resources research; participation in multiple retreats; staff training teleconferences and live meetings; access to employee engagement surveys to measure performance and retention; access to an existing high-potential employee identification tool; access to the CLC employee branding design tool; participation in on-site staff workshops; access to the CLC human resources effectiveness assessment tool; access to tool kits for launching human resources strategic initiatives; access to all CLC archived audio teleconferences and staff briefings; access to human resources decision support tools; access to over 270,000 archived best practices resources; and, access to all qualitative analysis tools including research databases and internally collected data. It is the Governments intent to award a sole source contract to the Corporate Executive Board Company who is the only known source for fulfilling this requirement. All parties interested in this requirement must contact the contracting officer within 5 business days of the posting of this notice.
