- Notice of Intent to Sole Source - 32 Channel Data Acquisition System The U.S. Army RDECOM Contracting Center, Aberdeen Installation Contracting Division intends to award a sole source fixed-price purchase order under authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1, Other Than Full and Open Competition procedures and FAR Part 13, Simplified Acquisition Procedures, for the acquisition of a 32 Channel Data Acquisition System produced by Mars Labs of Laurel, MD for the U.S. Army Aberdeen Test Center. The requested data acquisition system, Mars EBRT 2400, is a proprietary system that integrates 32-channels of configurable signal conditioning with high speed digitization, on-board solid-state data storage, and high speed communications. The system is also unique in that is has incorporated Aberdeen Test Centers VISION compliant software structure and command-control architecture, a feature vital to the ATC upgrade for the acquisition, processing, and storage of test data. Mars Labs owns the proprietary design and manufacturing technical data necessary for the construction of the EBRT system, and is the only supplier of the system. There are no other known systems having the required capability. Additionally, this request is a continuation of an ATC effort to upgrade its automotive test data acquisition and processing capability. The same system has been acquired under previous contracts; W91ZLK-08-P-1476, W91ZLK-08-P-1246, and W91ZLK-07-P-0870. Future procurements must obtain the identical system to permit interchangeability of components/modules, reduce new equipment training needs, allow physical and electrical interface compatibility, and minimize down time due to maintenance and repair requirements. Being that Mars Labs is the original equipment manufacturer, and presently is the only producer which can meet US Army needs, the RDECOM Aberdeen Installation Contracting Division has decided to award this purchase order as a sole source acquisition. No solicitation or Request for Quote (RFQ) is available for this procurement. Nevertheless, any firm that believes it is capable of meeting the requirements described herein may submit a response no later than May 15, 2009, 12:00 PM to be considered. Responses to this posting must submitted in writing via e-mail only. A determination not to compete the described purchase order based upon responses to this notice is solely within the discretion of the Federal Government.
