Description
This Project is being solicited on an Unrestricted Basis. Design and Construction of the Consolidated Support Center, Seymour Johnson AFB, North Carolina. The Design/Build project includes design services, site demolition and preparation, and construction of utility infrastructure. The contract will be Firm-Fixed Price (FFP). Description of work: The Consolidated Support Center is an executive level administrative facility to consolidate key base support functions. The new building is to be approximately 43,150 square feet. This facility will house the Mission Support Group Commander and staff; all installation Legal Counsel functions, including a properly configured and constructed military courtroom; base Financial Management staff; base Contracting staff; and Family Support Center staff. All of these spaces and functions require high quality properly outfitted office spaces. The building design concept will utilize a 2-story configuration with a central entry atrium space. The Request for Proposal will present both floor plans and elevations that have been reviewed and approved by the installation. Use of these in the selected contractors design is required, with only minor adjustments allowed for features such as unforeseen Life Safety issues or mechanical equipment layout. The solicitation will also include an optional bid item for interior furnishings. The project also includes applicable site improvements such as utility systems support, paved parking, and landscaping. A collateral part of the project includes the demolition (including asbestos and lead-based abatement) of as many as 6 existing buildings presently occupied by the functions planned to go into the new building. Evaluation Criteria: This procurement will be procured using a best value Performance Price Trade-Off Request for Proposals (RFP), in accordance with Federal Acquisition Regulation (FAR) Part 15.101-1. The resultant contract will be Firm Fixed Price. Offerors are required to submit a price and technical proposal. Each proposal shall contain the offerors best technical proposal and best price. Price will not be scored, but will be a factor in establishing the competitive range prior to discussions (if held) and in making the final best value determination for award. PRICE is equal in importance to ALL TECHNICAL FACTORS when combined. Offerors are reminded to carefully review solicitation documents once issued, to include all evaluation criteria, as criteria as stated in the solicitation shall be govern. RELATIVE IMPORTANCE OF FACTORS. PRICE is equal in importance to ALL TECHNICAL FACTORS when combined. FACTOR 1: SITE DESIGN. This factor is more important than factors 2, 3 and 4. FACTOR 2: OFFEROR PAST PERFORMANCE INFORMATION. This factor is equal in importance to factor 3; is more important than factor 4. FACTOR 3: CORPORATE RELEVANT SPECIALIZED EXPERIENCE. This factor is equal in importance to factor 2; is more important than factor 4. FACTOR 4: TECHNICAL APPROACH NARRATIVE. This factor is less important than the other factors. The estimated magnitude of this Project is between $5,000,000.00 and $10,000,000.00. The solicitation will be issued in electronic format only and will be available on or about 23 July 2009 on the internet. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided. It is the Offerors responsibility to check the Internet address provided as necessary for any posted changes to this solicitation and all amendments.
