- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is W90KNA-9117-6001 and is issued as a Request for Quote (RFQ). Request for Quotes are due by 15 May 2009, 1:00 p.m. Oregon Local Time. The RFQ will result in a firm fixed price contract. The North American Industry Classification System (NAICS) code for this acquisition is 339115. The United States Property and Fiscal Office of the Oregon Army National Guard is soliciting quotes to procure the following supply or services: SUBSTITUTIONS NOT ALLOWED 1.Provide Three Thousand Four Hundred (3,400) EA Oakley Ballistic M Frame 2.0 Strike 2.Fully compliant with all ANSI Z87.1-2003 protection requirements 3.Fully compliant with MIL-PRF-31013 Vo Ballistics 4.Plutonite lens material blocks 100% of all UVA, UVB, UVC and harmful blue light 5.Full compatibility with PASGT, CVC, and MICH helmets 6.Full compatibility with helmet-mounted night vision devices 7.Distortion-free optics via patented Polaric Ellipsoid lens geometry that minimizes refraction 8.Extended upper/lower/lateral viewing fields via Polaric Ellipsoid geometry 9.Maximized comfort of ultra-lightweight design (1.05oz total weight) 10.Secure fit, even under wet conditions via hydrophilic Unobtanium at all contact points 11.Convenience of easy lens replacement with no need for tools 12.Delivery must be made by 15 June, 2009. 13.Delivery Address is: a.CW2 Carrar b.10101 Clackamas Rd. BLDG 6550 c.Clackamas, OR 97015. The Offerors must be registered on the Central Contractors Registration database (CCR). Information concerning CCR requirements may be viewed via the Internet at http://www.ccr.gov or by calling the CCR Registration Centers at 1-888-227-2423. Only contractors who are registered in the Central Contractor Registration (CCR) can be awarded a contract. Offerors must have electronic funds transfer (EFT) capability. Offerors proposals shall be valid for a minimum of 30 days to be acknowledged in the offerors proposal. 52.212-2 Evaluation of Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be the lowest priced offer which is both technically acceptable and shows satisfactory past performance.
