- Request for Proposal (RFP) number DOLJ10UA00030 for the continued operation of the Atlanta Job Corps Center located at 239 West Lake Avenue, N.W., Atlanta, Georgia 30314 and the phone number is (404) 794-9512. Job Corps is a National residential and non- residential training program for economically disadvantaged youth, between the ages of 16 and 24. The program is administered by the Department of Labor – Office of Job Corps. It is anticipated that the resultant contract will be a Performance-Based Cost-Plus-Incentive Fee contract for Center operations. The Contract will have a two (2) year base period from February 1, 2010 through January 31, 2012, plus three (3) unilateral options of one (1) year each. The RFP will be made available approximately May 20, 2009 at the following website: http://www.fedbizopps.gov/. The average capacity for the center is 515 youth of which 325 are residential females and 190 non-residential students, 35 non-residential male and 155 non-residential female students. The successful contractor shall provide academic and career technical training, operate counseling and residential living programs and provide support services to include: wellness/health services, student employability records, behavior management and incentive system, clothing issuances, mail and legal services. The contractor shall provide overall center management, procurement and property management, facility operations and maintenance, security and safety services, community relations and public information. All activities will be in compliance with applicable DOL/Job Corps regulations, and policies. In addition, the contract shall provide Outreach and Admissions services in the state of Georgia and ensure the arrival of a minimum of 117 students into the Job Corps program annually. This Outreach and Admissions requirement will be effective under this contract for the period February 1, 2010 through May 31, 2010 (four (4) months). The contract shall provide Post-Center Career Transition Services annually for 138 youth returning to the center’s zone of influence. This Career Transition Services requirement will be effective under this contract for the period February 1, 2010 through May 31, 2010 (four (4) months). A Pre-proposal Conference for this procurement will begin promptly at 1:00 p.m. local time on Thursday, May 28, 2009, introductions, a walk-through of the facility and a review of the RFP will be conducted at the Atlanta Job Corps Center. It is recommended that interested parties download the RFP from the website prior to attending the Pre-proposal Conference and facility walk-through. All questions prior to the Pre-proposal Conference should be submitted in writing to the Contracting Officer (owens.lynn@dol.gov) to facilitate responses at the conference no later than Tuesday, May 26, 2009. Proposals in response to this RFP will be due no later than Tuesday, July 21, 2009, at 1:00 p.m. Eastern Time and will be received at: U.S. Department of Labor, Office of the Assistant Secretary for Administration and Management (OASAM), 61 Forsyth Street, S.W., Room 6B36, Atlanta, GA 30303, Attn: Lynn D. Owens, Contracting Officer. All responsible sources may submit a proposal, which shall be considered by the Agency.
