Description
The National Cancer Institute (NCI), Applied Cancer Screening Branch, Behavioral Research Program, Division of Cancer Control and Population Sciences (DCCPS) intends to procure on a sole-source basis services with Society for Public Health Education (SOPHE); 10 G Street; Suite 605, Washington D.C. 20002 to produce a special supplemental journal issue entitled “Behavioral Constructs and Culture for Cancer Screening.” The services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106-(b) (1). The North American Industry Classification System Code is 511120 and the business size standard is 500 employees. Period of performance: May 15, 2009 through October 30, 2009. The purpose of this project is to produce a publication for the scientific community on a topic of key interest to the Behavioral Research Program (BRP)/DCCPS/NCI and the NIH. Specifically, the special supplement will discuss the outcomes from NCI-funded research projects. For the past 6 years the BRP has been engaged in a variety of theory related projects intended to stimulate advances in health behavior theory and its application to cancer prevention and control. The supplement will address critical issues in the application of health behavior theories across cultures in the domain of cancer screening and has application more broadly to cancer prevention and control. The supplement will include twelve articles related to behavioral constructs and the impact of culture on cancer. The main goal of the publication will be to help the audience of cancer screening and other behavioral researchers learn about integrating issues of culture on health behavior theory. This special issue is critical, given the burgeoning interest at NIH in health disparities and culture and its role in health behavior theory and practice. Through its publications the Society for Public Health Education (SOPHE) explores social and behavioral change as they affect health status and quality of life. It also examines the processes of planning, implementing, managing, and assessing health education and social-behavioral interventions. The journal provides empirical research, case studies, program evaluations, literature reviews, and discussions of theories of health behavior and health status, as well as strategies to improve social and behavioral health. SOPHE publications are essential resources for behavioral scientists, community organizers, government agencies, health care educators, health care facilities hospital administrators, HMO/managed care representatives, insurance company administrators, nurses, physicians, public health and community planners, social scientists, and social workers. SOPHE publishes journals that are disseminated to more than 2100 SOPHE members, more than 600 institutions and libraries, and also enjoy widespread exposure through consortia arrangements. SOPHE is the only entity authorized to use the manuscripts described above and is therefore uniquely qualified to perform this work. For the aforementioned reasons, SOPHE is uniquely qualified to perform this work. This experience and expertise are not readily available within the research community. For these reasons, SOPHE is the only known source to the NCI capable of completing the work outlined in this procurement. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office by 11:00 AM EST on May 14, 2009. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
