- Description
- NASA Goddard Space Flight Center plans to issue a Draft Request for Proposal (DRFP)for the Software Engineering Support (SES) services contract. This Contract will providesupport for the core business of the Software Engineering Division which encompasses thedesign, development, test, deployment and maintenance of software, data and informationsystems that support aerospace missions both in development and on-orbit. The scope ofthe contract will also include support for Division managed development/test labs, testfacilities, and technical operations. This competitive procurement will result in a cost-plus-award-fee level of effortcontract, (CPAF/LOE). This contract will have a term of five years from the effectivedate of the contract which is anticipated to be awarded February 2010. Prior to thecontract start date there will be a 45-day phase-in period. The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.The NAICS Code and Size Standard are 541712 and 1,000 employees respectively. All responsible sources may submit an offer which shall be considered by the agency.The anticipated release date of the Draft RFP is on or about May 15, 2009.An ombudsman has been appointed -- See NASA Specific Note "B".Prospective Offerors shall notify this office of their intent to submit an offer. It isthe Offerors responsibility to monitor the Internet site for the release of thesolicitation and amendments (if any). Potential Offerors will be responsible fordownloading their own copy of the Draft RFP and any documents.In addition, a draft Statement of Work and a draft sample work assignment will beuploaded with the Draft RFP to allow Industry the opportunity to provide feedback to theGovernment on these requirements.
