Description
The National Institute of Allergy and Infectious Diseases (NIAID), Division of Intramural Research (DIR) and the Vaccine Research Center (VRC), is seeking small business sources that can provide qualified and experienced personnel to support a full-range of activities, including new and in-progress research projects, program deployment and implementation, ongoing management and operations, administrative and financial support, and other activities necessary to conduct the business of the NIAID. Functional areas include, but are not limited to, scientific research and analysis support, bioinformatics and computational biology, scientific and technical writing, scientific and medical domain expertise, data management, technical support, project management, administrative staff assistance, finance and accounting support, information systems support, and program management. Successful offerors must be able to provide the appropriate personnel to support all functional areas. A specific personnel category list will be provided in any resultant RFP. It is anticipated that this requirement will be procured as an IDIQ, task order type contract due to the rapidly changing needs of the NIAID. The current estimated maximum is 400,000 hours/year. All small businesses including veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns should respond with a capability statement by May 18, 2009 at 11:00AM EDT. Teaming arrangements are encouraged. (No large businesses should respond to this announcement.) Capability statements must reference similar work that has been performed by the contractor and the dollar value of that work. Respondents should specifically address their abilities to maintain a large and highly diverse staff that includes both scientific/technical and administrative personnel. Respondents must also demonstrate past experience with contracts of similar size and scope. This is a market survey, not a request for proposals.
