summary of requirements The NATO Consultation, Command and Control Agency (NC3A) intends to invite bids for system integration of the NATO UHF DAMA Control Capability (UDCC) NC3A is serving as the contracting agency for this project, which is being funded within the framework of the Infrastructure Committee. NC3A has been authorized to use the International Competitive Bidding (ICB) Best Value Procedure, in which both price and technical criteria are assessed in order to rank the submitted bids. The successful bid pursuant to this IFB will be that bid that provides the best value for the money, applying the criteria of 60% price, 40% technical. The project to be presented in the IFB will include UHF equipment installations at two NATO sites at Mons, Belgium and near Verona, Italy and remote control equipment installations at Mons and Northwood in the United Kingdom. The project will further require close cooperation with a separate contractor that will deliver the special UHF Controller equipment. The estimated value of this project is not available at this time. The reference for the Invitation for Bid (IFB) is IFB-CO-12822-UDCC. The U.S. Department of Commerce will be using the same reference. The successful contractor will be required to handle and store classified information up to the level of NATO SECRET and only companies maintaining appropriate facilities’ clearance will be eligible to bid on this project. In addition, contractor personnel visiting or working on operational NATO sites will be required to hold individual security clearances of at least NATO SECRET. Bidders will be given the opportunity to visit all of the operations sites covered by the project and to attend a bidder conference; bidder representatives for these events will be required to hold at minimum a NATO SECRET clearance. The contractor is responsible for ensuring that the Defense Industrial Security Clearance Office (DISCO) forwards to the NATO contracting agency the NATO clearance certifications needed for performance of the contract. Bidders will be required to quote for the provision of the subject capability to include hardware, software, documentation, testing, on0site training, and transition on-site support. Warranties will also be included for maintenance and support of the systems. Fixed price quotations will be required covering the total of the contract line items including optional Contractor Logistics Support (CLS) services. Bidders will be required to optimize their solutions considering efficiency, maintainability, and supportability aspects in additional to performance, cost, and schedule factors. The purchaser will evaluate bids received using best value procedures in which both price and technical criteria are assessed to determine the best overall solution. The “price” element will encompass both investment and CLS prices. The “technical” element will consider the quality of the engineering solution; supportability, including maintainability and efficiency aspects; overall project management, including the prospective suppliers’ quality, experience, and competence to undertake the work; and, finally, the bidders’ approach to managing risks within the project. Bidders shall consider the that IFB will encompass infrastructural civil works on two of the sites, for which the contractor will need to employ civil work subcontractors familiar with civil works for large electronics installations and based in the national where the civil works are to be performed in order to facilitate full compliance with local legislative and inspection requirements. The solicitation will include a requirement for prospective bidders to demonstrate their ability to undertake this project and to demonstrate that they have experience with the provision of a similar type of system. BIDDING PROCEDURE The U.S. Department of Commerce does not serve as the contracting agency for NATO ICB projects. Its role is to approve for participation in NATO ICB those facilities that are located within the United States. Only facilities that have first been approved for participation in NATO ICB may be nominated to the bidders list for a NATO ICB project. The application requires supporting documentation in the form of 1) a company resume and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. The application and supporting documentation may be submitted as e-mail attachments. If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: - the title and/or solicitation number of the project - the name/phone/FAX/email of the point of contact for the bid documents After approval of your one-time NATO ICB application, the Department of Commerce will then know to follow up by issuing a Declaration of Eligibility (DOE) for that project. A DOE is used to nominate an approved firm to the bidders list for a particular NATO ICB project. Using the contact information indicated on the DOE, the NATO contracting agency will contact the firm directly when the IFB has been issued. IMPORTANT DEADLINES 1. Final date to request a Declaration of Eligibility: 26 May 2009 2. Anticipated date that the contracting agency will distribute the IFB: June 2009 3. Anticipated closing date for receipt of bids: September 2009 Bidders will be required to declare a bid validity of 12 months from the closing date for the receipt of bids, supported by a bid guarantee of Euro 100,000. Should the selection and award procedure extend beyond 12 months after the bid closing date, firms will be requested to extend voluntarily the validity of their bids and bid guarantee accordingly. Bidders may decline to do so, withdraw their bid and excuse themselves from the bidding process without penalty. 4. Anticipated contract award date: November 2009 5. Expected project completion: 9 months after the effective date of contract
