- Revised DD Form 1423 and TM-86-01M Revised Instructions to Offerors, Rev 1, dated 1 May 09 Revised Purchase Description Revision 6 dated 1May 09 4 May 2009 UPDATE: This solicitation has been revised to provide Purchase Description, Revision 6, dated 1 May 2009; Instructions to Offerors, Revision 1, dated 1 May 2009; and DD Form 1423, Exhibit A dated 4 May 2009 along with revised TM-86-01M. These documents are being uploaded to this site. Please review these documents carefully and submit your offers accordingly. Also, some other changes to note are as follows: Page 51 of the solicitation under ADDENDUM, paragraph (a) please change 120 calendar days to 150 calendar days for delivery of first production unit under Line Item 0001AA and add this special requirement: The First Production Unit offered must be manufactured at the facilities in which that item is to be produced under the contract, or if the First Production Unit is a component not manufactured by the contractor, such component must be manufactured at the facilities in which the component is to be produced for the contract. A certification to this effect must accompany each First Production Unit which is offered. Page 53 of the solicitation under Instructions to Offerors, paragraph (b) please note the change in method of submitting offers via email. Page 70 of the solicitation under Evaluation Basis for Award, paragraph (a) please change approximately equal to cost/price. To more important than cost/price.
