- The U. S. Department of Energy (DOE), Environmental Management Consolidated Business Center intends to issue solicitation DE-RP30-09CC40022 for the Facility Support Services (FSS) at the Portsmouth Gaseous Diffusion Plant (GDP) near Piketon, Ohio. The acquisition is set-aside for small businesses, and will result in a cost-plus-award fee (CPAF) contract with a five (5) year period of performance. The Performance Work Statement (PWS) activities include providing janitorial services, computing and telecommunication services, personnel security and cyber security services, training services, and grounds maintenance including roadway and snow removal. For informational purposes, the draft PWS is available on the FSS acquisition website at http://www.emcbc.doe.gov/Portsmouth%20FSS/index.html?OpenDocument under Reference Documents.The estimated dollar range is $25 million to $50 million for five years, and the contract will contain a transition period of 90 days. The applicable North American Industry Classification System (NAICS) code is 561210 and the small business size standard is $35.5M. The selected contractor will be expected to provide financial resources sufficient to perform the work prior to reimbursement by the Government.This solicitation notice does not constitute a request for a formal proposal. This notice indicates the anticipated issuance of a Request for Proposals (RFP) in the May 2009 timeframe. The entire solicitation will be made available for downloading from the internet via Federal Business Opportunities at www.fbo.gov and the FSS acquisition website. No paper copies of the solicitation will be made available. Businesses responding to the solicitation must do so in accordance with solicitation instructions.
