Description
The U.S. Army Research, Development and Engineering Command intends to solicit for the Rapid Equipping Force (REF) on a sole source basis under the under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to Quantya, LLC, 6800 Jericho Turnpike, Suite 120W, Syosset, NY 11791 for six (6) each electric-powered Quantya Strada motorcycles and spare parts kits. The items being procured under this requirement are for testing purposes only. The Governments intent is to determine Proof of Concept and whether these items can meet mission objectives, as is, or whether modifications are required. This notice of intent is not a request for proposals or quotations. Requests for copies of a solicitation in response to his notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is soley within the discretion of the Government. Information received will be considered soley for the purpose of determining whether conducting a competitive procurement is in the best interests of the Government. Interested parties may identify their capabilities by responding to this notice, no later than 2:00 pm Eastern Standard Time (EST), Tuesday 19 May 2009. All information submitted should support the offerors capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offerors bona fide capability to provide these items. Verbal responses are not acceptable and will not be considered. Responses may be submitted via email or hard copy to: Lisa J.
