- Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quote is being requested and a written solicitation will not be issued. Purchase Request number is F2XJA69099A001 as a Request for Quote (RFQ) using Simplified Acquisition Procedures. The solicitation document incorporates provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-32 (20 Apr 09) and Defense Federal Acquisition Regulation Supplement (DFARS) change notice 20090115. It is the offeror's responsibility to be familiar with applicable clauses and provisions. This acquisition is for the purchase of the following service contract for lodging and meals in support of a total of 72 Air Force Reserve Officer Training Corps (AFROTC) Cadets for Professional Development Training (PDT) at the Air Force Academy in Colorado Springs, CO. The period of performance is 28 July 2009 through 8 August 2009. The type of contract will be fixed price. This service is for the Air Force Academy in Colorado Springs, CO, as sponsored by HQ AFROTC at Maxwell AFB, AL. The Cadets will require the services be performed in Colorado Springs, CO. A copy of the Performance Work Statement (PWS) can be obtained by contacting Tamika Jackson, email: tamika.jackson@maxwell.af.mil. The North American Industrial Classification System Code is 721110 with a small business size standard of $7.0 million. Please respond by 2 pm, Central Standard Time, 11 May 2009 and provide the following price/information in your response to this combined synopsis solicitation: Lodging (37 rooms, double occupancy, double beds, based on gender) Price $ ____________ Meals (Breakfast and dinner shall be provided daily for the duration of their stay, 28 July 09 to 8 August 09. Additionally, lunch shall be provided on the weekends, to include the following dates: 1-2 August 09. Meals shall not exceed $20 each). Price $ ____________ Distance your facility is from the U.S. Air Force Academy, Colorado Springs, CO 80849 Miles _____________ The Government will make an award to the lowest priced, responsible contractor whose quote conforms to the solicitation and the Performance Work Statement (PWS). The PWS is available upon request. The following clauses and provisions are incorporated by reference and are to remain in full force in any resultant purchase order; FAR 52.212-1, Instructions to Offerors, Commercial Items (June 2008) and 52.215-5, Facsimile Proposals (Oct 1997) applies to this acquisition. Submit signed and dated quotes on company letterhead. The contractor must be registered in the Central Contractor Registration database and Wide Area Workflow. Offerors must be registered in the Online Representations and Certifications system at http://orca.bpn.gov. Clauses and provisions may be accessed via the Internet, http://farsite.hill.af.mil. The following FAR clauses 52.212-4 Contract Terms and Conditions-Commercial Items (Mar 2009) is incorporated into this RFQ and is amended to add the following FAR clauses: 52.204-7 Central Contractor Registration (Apr 2008), 52.252-2, Clauses Incorporated by Reference (Feb 1998), 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Apr 2009). The following additional FAR clauses are applicable: 52.219-6, Notice of Total Small Business Set-Aside (June 2003);52.222-3, Convict Labor (June 2003); 52.222-21, Prohibition of Segregated Facilities (Feb 1999); 52.222-26, Equal Opportunity (Mar 2007); 52.222-36, Affirmative Action for Workers With Disabilities (June 1998); 52.222-50, Combating Trafficking in Persons (Feb 2009); 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration (Oct 2003). The following DFARS clauses apply 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders (Jan 2009) specifically the following clauses under paragraphs (a) and (b) are applicable; 252.204-7004, Alternate A (Sep 2007). This contract incorporates one or more clauses by reference, with the same force and effects as if they were given in full text.
