- The government intends to award a sole source contract pursuant to FAR 6.302 with The Council of State Governments, 2760 Research Park Drive Lexington, KY 49511, to obtain accreditation of USACE Emergency Management (EM) Program. No other agency is recognized as an EM program accrediting agency. Their standards are recognized as the standards for Emergency Management Programs. The small Business size standard for this project is a concern, including its affiliates whose average annual gross revenue does not exceed $5.0 million for the past three (3) years under North American Industry Classification System (NAICS) Code of 813920. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract based upon response to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses should be submitted via email to Mrs. Shirley Y.
