Description
The services requested in this commercial item solicitation and resultant contract are for furnishing all labor, supervision, costs of equipment transportation and travel for vendor team. The USDA Forest Service Remote Sensing Application Center is seeking qualified and capable parties to complete several unmanned airborne system (UAS) projects in the summer and fall of 2009. From the submitted proposals, the Forest Service will select as many projects as allowed by current funding. Projects: 1.Hyperblimp: This mission will use a vendor supplied hyperblimp and government furnished transpeater payload to perform radio repeater mission on a controlled burn or wildfire incident in the eastern United States. Mission Specifics - Evaluate integrated sensors with the hyperblimp. Evaluate tethered and free flight. 2. Concept of Operations Evaluation: This mission will evaluate the ability of a small UAS to complete a wildfire support mission. Flight mission(s) will be coordinated with a prescribed burn somewhere in the western United States. Mission Specifics - UAS to provide communication link between Wildfire Incident Command and ground resources (optional). Sensor: UAS provides real-time day infrared video of fire behavior to wildfire Incident Command and/or color video provides fire fuels information for next operational planning cycle and/or a sensor proposed by the vendor 3. Multiple Mission Single Sortie: This mission will be done in collaboration with other government agency partners and will evaluate the ability of a small UAS to conduct multiple mission single sorties. Essentially the mission specifics will be identical to the Concept of Operations Evaluation but will include fire weather monitoring and smoke sampling. Flight mission(s) will be coordinated with a prescribed burn somewhere in the western United States. Timeframe for all project work: June 30, 2009 to June 30, 2010. This project is set aside for small business concerns. The solicitation for this project will only be made available through the Federal Business Opportunities web-site-www.fbo.gov. Estimated upload date of solicitation will be May 13, 2009.
