Description
In accordance with FAR Part 13 and FAR Part 12, the U.S. Environmental Protection Agency, National Vehicle and Fuel Emissions Laboratory (NVFEL), located in Ann Arbor, Michigan has a requirement to purchase two (2) 2009 PEMS - Proportional Sampling, Flow Control, and PM Filter Systems that comply with 40 CFR, Part 1065. The 2009 PEMS Proportional Sampling, Flow Control and PM Filter Systems (PSFCPMFS) to be provided under any resulting contract shall conform to the requirements specified in the Statement of Work and the 40 CFR Part 1065 requirements referenced in the SOW. For this requirement, the 2009- PEMS PSFCPMFS shall provide the capability to supply continuously proportional dilute exhaust samples at atmospheric pressure to a set of particulate filters or to EPA- supplied air toxics batch samplers. The equipment shall consist of an integrated and compact add-on system that can operate with of the compliant PEMS core unit as defined in the SOW. The NAICS is 334516. This procurement will be conducted under the authority of FAR Part 12, Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. The requirement is being conducted as unrestricted. Award will be made on a Best Value basis. Evaluation of proposals will include assessment of project approach, experience and past performance and price. For purposes of evaluating proposals, all evaluation criteria other than price, when combined, are significantly more importance than price. The Government anticipates award of a Firm-Fixed Price type contract.
