Description
Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic, Charleston, SCintends to award, on a sole source basis, multiple procurement actions for delivery of Tactical Data Network (TDN) Gateway equipment and components during the period 1 June 2009 through 31 May 2011. The total estimated value of the procurements is $2,100,000. A class justification for other than full and open competition has been prepared in accordance with Federal Acquisition Regulation (FAR) 6.304(c). The anticipated procurement actions will provide for the continued development/production of a major system or highly specialized equipment, including major components thereof, and it is likely that award to any other sources would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. The functional and allocated baselines for the Tactical Data Network (TDN) Gateway Refresh have been set and tested in two engineering design models. Contract awards for the procurement of the components integrated into these design models were fully and openly competed or justified via sole source documentation. Attachment A identifies the original equipment manufacturers (OEMs) and the components to which this synopsis applies. Attachment A may be found at the SPAWAR e-commerce website at http://e-commerce.spawar.navy.mil/. The Government intends to solicit and negotiate with only the Attachment A sources under the authority of FAR 6.302. While this synopsis serves as notice of the Governments intent to acquire this equipment from the sources listed in Attachment A, it does not preclude the Government from acquiring equipment through other procurement strategies which may better serve the Governments needs. This notice of intent is not a request for competitive proposals; however, interested parties may express their interest and capability to respond to the requirements. In those situations where the Government determines that identical parts are available from more than one source, it will compete these acquisitions among the identified sources. A determination by the Government not to compete these proposed procurements based upon responses to this notice is solely within the discretion of the Government.
