Description
1) Sources sought to produce “Wool Felt” for all services including Army, Air Force, Marine Corps, Navy and Coast Guard. This “Wool Felt” is use in Coat Fronts for Military Dress Coats. The Felt shall be in accordance with ASTM D 2475, classification CF2 or CF1, and tested in accordance with ASTM D 461. (Previously identified as 11a2 of C-F-206). The Felt shall have a minimum of 30% wool and a maximum of 5% of 1,1, 1-trichloroethane extract. The Weight shall be 3.04 + 0.12 oz/yd2 and the thickness shall be 0.030 +.005 inch. While DSCP procures the end-item Dress Coats from our manufactures; it seeks domestic “Wool Felt” suppliers that can provide this component to DSCP contractors in compliance with the National Defense Authorization Act for Fiscal Year 2006. The origin of the raw materials and all manufacturing processes must be performed domestically. All items must be Berry Amendment Compliant in accordance with "Section 833 of the National Defense Authorization Act for Fiscal Year 2006 Act added language to 10 U.S.C. 2533a requiring that all articles or items of "clothing", including the materials and components thereof, purchased by the Department of Defense be grown, reprocessed, reused, or produced in the United States, other than sensors, electronics, or other items added to, and not normally associated with, clothing (and the materials and components thereof)." In an effort to ascertain interest, the Government is seeking interested vendors to produce subject end items. Response date is on or before May 13, 2009 at Noon (12:00PM) Local Time. Any questions should be sent in writing to these same addresses. 2) Sources sought to produce “Synthetic haircloth” for all services including Army, Air Force, Marine Corps, Navy and Coast Guard. This “Synthetic haircloth” is use in Coat Fronts for Military Dress Coats. The “Synthetic haircloth” yarns shall be fabricated as follows: The Warp shall be singles yarn; the fiber content shall be 100% cotton, or any combination of polyester and cotton, or from 45 to 100 percent polyester with the remaining percentage rayon, and a Minimum of 50 ends. The Filling shall be 100% nylon or polyester mono-filament and a Minimum of 41 picks. The Weight shall be a Minimum of 5.4 ounces /yd2 and the Stiffness (filling direction) from 0.055 to 0.14 load pounds. The following test methods shall be used for verification of requirements: Fiber content - AATCC 20A – Fiber analysis: Quantitative Yarns per inch - ASTM D 3775 – Fabric count of woven fabrics Weight - ASTM D 3776 – Mass per unit area of fabric Stiffness - ASTM D- 747 – (vol. 8.01) Apparent bending modulus of plastics by means of a cantilever beam While DSCP procures the end-item Dress Coats from our manufactures; it seeks domestic “Synthetic haircloth” suppliers that can provide this component to DSCP contractors in compliance with the National Defense Authorization Act for Fiscal Year 2006.
