Description
Request for Information (RFI) Solutions for the IT Enterprise (SITE) Task Order and Requirements Management System (STORMS) (Dated: 30 April 2009) Title: SITE Task Order and Requirements Management System (STORMS) Description: IT services in support of the Defense Intelligence Agency (DIA). The agency will soon establish the SITE multiple award, Indefinite Delivery/Indefinite Quantity contract as its primary vehicle for procuring IT services. In support of this contract, the agency intends to acquire program support services and develop a resource accounting system to track task orders, labor categories in use, dollars, task order close out, task order modifications, contract performance, and equipment. The program support services will include a few personnel to support task order development, tracking, validation, accounting, and general status tracking. The selected vendor for these program support services must not be a participant on either the SITE prime or subcontractor team; this is to eliminate any conflicts of interest. But any and all vendors are eligible to respond to this RFI. For the system, the desired features for STORMS are shown below: STORMS will track funding, personnel, work locations, and equipment. The specific funding categories to be tracked are: - Dollar value of each Task Order - Type of funds on each Task Order (GDIP, MIP, NIP, FCIP, etc.) - Modifications issued, broken down by CLIN - The status of deliverables - Dollar value of invoices - Dollar value of invoices outstanding - Dollar amounts spent in each country Personnel will be tracked by country, and work location (gov't or contractor spaces) Equipment will be tracked by accounting for items held by each contractor by location STORMS will be on both JWICS and the NIPRnet, depending on whether sensitive funding information is included. The JWICS side must be able to import information. The system will be required to import data from standard Microsoft spreadsheets and word documents using a pre-established format for uploading to the web site. Some categories of information to be tracked and displayed are shown here: STORMS shall facilitate generation of pie charts to display data STORMS shall track and sort info by vendor STORMS shall track the percentage of Small Business goals met by quarter. STORMS shall track sub-contractor dollars by Task Order STORMS shall track and sort info by Task Order STORMS shall track and sort info by Period of Performance STORMS shall track and sort info by billing cycle STORMS shall track and sort info by country where work is being performed to include number of personnel, amount of funds spent, and equipment located in each country STORMS shall track and sort info by CLIN STORMS shall track and sort info by funding type (GDIP, MIP, NIP, FCIP, etc.) STORMS shall track and sort info by source of funds (COCOM, Services, Agencies, etc.) STORMS shall track and sort info by dollars invoiced to date STORMS shall track and sort info by dollars paid to date STORMS shall track and sort info by outstanding invoices STORMS shall track and sort info by modifications issued STORMS shall track and sort info by dollar value of modifications issued STORMS shall track and sort info by dollar value of each Task Order STORMS shall track and sort info by date through which each Task Order has been invoiced STORMS shall track and sort info by balance of funds available per Task Order and contract ceiling STORMS shall track and sort info by supported sites STORMS shall track and sort info by equipment type and location User Interface STORMS will be able to provide graphical displays derived from spreadsheets and or databases STORMS will display a dashboard showing selected financial metrics on an XY graph STORMS will enable the user to drill down into greater levels of detail from the various fields in the spreadsheet or database STORMS will automatically generate an alert when 75% of ceiling is reached on each Task Order General Usability (GU) STORMS shall provide multiple perspectives of the data in order to evaluate financial status, burn rates, progress toward reaching funding ceiling, etc. STORMS shall also allow users to select different sources of data for display on the graphical presentations merely by selecting a button on the dashboard. STORMS shall be role based with multiple possible privileges. STORMS shall enable users to have Read Only access, except for the government office that receives, maintains, and validates the incoming data. STORMS should allow users to customize the individual's portal environment to display different combinations of accessible portlets. User configurable portlets should allow the user to define specific issues or requirements of interest. DIA is seeking vendor sources to (1) assist in further defining requirements for STORMS, and (2) offer candidate solutions to provide the accounting and resource management services and/or the accounting and management system for STORMS. Vendors interested in providing this service or solution to DIA should submit the following: a. Methodology/approach b. Timelines c. Recommended solutions (database, spreadsheet, etc.) to include existing (COTS) capabilities or service providers d. An estimated cost for the initial version of STORMS or STORMS services The deadline for this submission of information is 22 May 2009. Submittals are limited to 5 pages.
