- To provide all required materials, labor and equipment to perform fire suppression systems inspection, testing, maintenance and repairs throughout the Arsenal. This requirement is to be awarded as firm fixed priced contract with a time and material line item for service call maintenance. Period of performance is a base and two year options for a total of 3 years. Bid, performance and payment-bonds will be required. The estimate cost of construction is between $100,000 and $250,000. Award may be made without discussions. The NAICS code is 238220 with an associated size standard of $14,000,000 average annual revenue. The procurement will be Full and Open Competition. This solicitation will be issued electronically, therefore hardcopies will not be provided. Upon release of the solicitation, it will be available on the Army Single Face to Industry (ASFI) at https://acquisition.army.mil and will be listed under Watervliet Arsenal. It is also available online at the Federal Business Opportunities website http://www.fbo.gov under the reference number W911PT09R0013 on or about 15 May 09. CAUTION: This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is in fact unable to maintain a bidders mailing list. It is therefore incumbent upon any interested parties to periodically access the above Internet address in order to obtain any amendments that may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for receipt of offers may render your offer nonresponsive and result in the rejection of same. Proposals will be due approximately 30 days later. A site visit will be conducted about 10 days after issuance of the solicitation. In order to receive a contract award, if issued, the successful offeror must be actively registered in Central Contractor Registration (CCR - http://www.ccr.gov), Online Representations and Certifications Application (ORCA - http://orca.bpn.gov), and Wide Area Workflow (WAWF - https://wawf.eb.mil).
