Description
THIS IS A MARKET SURVEY AND NOT A REQUEST FOR PROPOSAL. RESPONSES SHALL BE USED FOR PLANNING PURPOSES ONLY AND SHALL NOT COMMIT THE NIH TO ISSUE A SOLICITATION FOR THIS REQUIREMENT. IT IS ANTICIPATED THAT A SOLICITATION BASED ON THE OUTCOME OF THIS MARKET SURVEY WILL BE PUBLISHED AND THAT A SUBSEQUENT FIRM FIXED PRICE CONTRACT FROM THE SOLICITATON WILL BE AWARDED UNDER THE AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009. A MARKEY SURVEY is being conducted to determine if there are adequate Small Business, HUB Zone, 8(a), Woman-Owned, or Service Disabled Veteran Owned Business contractors for the project listed below. If it is determined that adequate competition exist, the NIH may set the requirement aside for competition among the selected group. All interested Small Businesses including, HUB Zone, 8(a), Service Disabled Veteran Owned Small Business, Women Owned Small Business contractors should respond to this office in writing by mail or courier on or before due date listed below. Responses should include: (1) Identification of the interested small business (to include company’s name, address, DUNs, NAICS code, small business size and point of contact); (2) Current Bonding Capacity; (3) A short description and dollar value of each projects currently being performed; (4) Past Experience - Provide a brief description of projects substantially complete or completed within the last seven years which are similar to this project in size, scope, and dollar value. Projects considered similar in scope to this project include private and open office space with system furniture work stations, Supplemental space such as conference rooms, copy centers, storage areas, mail rooms, vending machines areas, and corridor space. With each project experience provided, include the date when the project was completed or will be complete, location of the project, contract amount and size of the project (GSF), the portion and percentage of work that was, or is self performed, whether the project was design/build or not, and a description of how the experience relates to the proposed project. (5) Knowledge and capabilities of your team in performing work using Building Information Modeling (BIM) during construction and providing as-built BIM; (6) Describe what portion of this work (including in-house skills) you would perform with your own workforce vs which portion you would sub-contract. Send responses to the Contracting Officer to the address indicated below -- no phone calls or emails. The Government will not pay for any material provided in response to this market survey nor return the data provided. This is NOT a request for proposal and does not constitute any commitment by the Government. Responses to this sources sought notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this market survey. PROJECT DESCRIPTION: The work includes all materials, labor, supervision, quality control, commissioning and any other associated cost necessary to ‘’Renovate building 3 at the National Institutes of Health in Bethesda, Maryland. Building 3 formerly known as the Pubic Health Methods and Animal Unit is a six level structure built in 1938 as a laboratory building with approximately 49,243 gsf. The building is a red brick Georgian revival style structure with a slate roof and is eligible for designation as a histories building on the Federal Register as part of NIH’s historic core. Demolition and decommissioning of the building’s interior spaces was completed 2002. The demolition and decommissioning work included removal of all hazardous materials, partitions, and ceiling, flooring, and elevators, mechanical and electrical systems. The new work in building 3 will consist of the construction of approximately 49,243 SF designed to house administrative functions. The new renovated space will provide for private and open office space with system furniture work stations Supplemental space such as conference rooms, copy centers, storage areas, mail rooms, vending machines areas, and corridor space as required. In general the building materials will consist of, but not limited to: Concrete slab on grade, structural steel frame, masonry cavity wall, exterior gypsum board, CMU interior walls, acoustic tile, and carpet / tile floor finished, and related mechanical, electrical and plumbing systems. The project will include all related site work, including but not limited to: earthwork, site utilities, asphalt paving, concrete paving and landscaping. Construction is scheduled to start late winter 2009.
