Description
CONSTRUCT FUEL SYSTEM/CORROSION CONTROL HANGAR AND SHOPS SOURCES SOUGHT. The purpose of this synopsis is to gain knowledge of potential Small Business concerns. The USPFO for West Virginia, P&C Office, anticipates the solicitation and award of a contract to construct a Fuel System/Corrosion Control Hangar and Shops at Yeager Airport, Charleston West Virginia for the 130th Airlift Wing Air National Guard. Work includes, but is not limited to: 70,000SF Addition to the Maintenance Hangar. Facility is used to perform fuel cell maintenance and corrosion control. Reinforced concrete foundation and floor slab; steel framed structure; standing seam metal roof; insulated metal panel walls with some masonry wainscot; interior partitions, utility and communication systems; overhead exhaust/supply system; overhead cranes. Exterior utilities, access pavements; parking area; site improvements; high expansion foam (HEF); overhead sprinkler fire protection; electrical for the specialized shops. Air conditioning: 70 tons. The magnitude of this project is between $10,000,000 and $25,000,000. Source selection with PPT procedures will be utilized to determine awardee. The source selection process will be conducted in accordance with FAR Part 15.3 and DFARS Part 215.3, source selection procedures. Evaluation factors include Past Performance and Price. All interested Small Business concerns shall provide this office, in writing, a notice stating their positive intention to submit a proposal as a prime contractor no later than 22 May 2009 at 04:00 PM Eastern Daylight Savings Time. This notification, which shall not exceed five typewritten pages, must include: (1) positive statement of intent to bid as a prime contractor; (2) Identification of firm with appropriate Small Business status. Status of declared HUBZone Small Business contractors will be verified via the Small Business Administration; (3) Acknowledgement from the Bonding Company indicating the highest amount your firm can bond, or an explanation of how your firm intends to bond the project if awarded a contract; (4) A listing of similar projects of this magnitude completed during the past three years, both for government and private industry. The type of project, dollar value, Contract number, location, and Point of Contact are to be included. Indicate if you were prime or subcontractor, and if subcontractor, provide the name and point of contact for the prime contractor; (5) A brief outline of resources, subcontractors and key personnel that would be used to accomplish this contract. In the event adequate Small Business contractors are not available for adequate competition for this project, it will be advertised as unrestricted.
