Description
General Services Administration (GSA) has a need for a contractor to provide all management, supervision, labor, materials, supplies and equipment, and shall plan, schedule, and coordinate the removal of four single wall underground fuel oil storage tanks/associated piping and the installation of two new double wall fuel oil storage tanks and associated piping located at the Bishop Henry Whipple Federal Building, 1 Federal Drive, Fort Snelling, MN 55111. Site work shall include demolition and replacement of concrete pads, curbs, sidewalks, asphalt parking lot milling/disposal and replacement, installation of a new concrete spillway, curb/storm drain and parking lot striping. Contaminated soil has been identified in one of the tank basins and shall be remediated and disposed of off site. Asbestos containing material thermal pipe insulation has been identified on tank heating loop fittings/elbows and shall be abated and disposed of off site. All work shall be done in accordance with all applicable Federal, State and Local codes and by licensed/certified personnel where applicable. Contract completion time for construction is (180) calendar days from receipt of notice to proceed. The estimated range of this project is between $250,000.00 and $500,000.00. This procurement is open to all business concerns in accordance with the Small Business Competitiveness Demonstration Program. The North American Industry Classification System code is 238910 with a size standard of $14 million. This is a negotiated procurement; there will not be a public bid opening. Best value method will be used to determine the awardee. Evaluation factors will consist of past performance and price. The solicitation will be available on or about May 18, 2009. The solicitation cited above can only be obtained by accessing a secure website known as the Federal Business Opportunities (FedBizOpps). FedBizOpps is a secure website designed to safeguard sensitive but unclassified (SBU) acquisition information. In order to obtain information from FedBizOpps, you will first be required to register with the Central Contractor Registration (CCR) database. You may access CCR at the following URL www.bpn.gov. Once you have registered with CCR you will be required to register with FedBizOpps. No federal materials can be downloaded until you have registered under both sites. You may access FedBizOpps via the following URL https://www.fbo.gov/. Also, effective January 1, 2005, as required by the Federal Acquisition Regulations (FAR) all vendors are required to use the Online Representations and Certifications Applications (ORCA) in federal solicitations as a part of the proposal submission process. You may access ORCA via the Internet at http://orca.bpn.gov. Potential offerors should refer to the solicitation package regarding instructions involving the use of ORCA. Potential offerors will be responsible for downloading the solicitation and monitoring the FedBizOpps website for amendment(s), if any, to the solicitation. All responsive offers from responsible offerors will be considered. Small business concerns, including HUBZone, veteran-owned, service-disabled veteran-owned, disadvantaged, and women-owned businesses are encouraged to submit proposals. The offer due date and time for receipt of proposals will be announced when the full solicitation is posted. The offer due date will not be less than 30 calendar days from the time the solicitation is posted.
