- Description
- The Department of Veterans Affairs, Construction and Facilities Management is seeking proposals from Service-Disabled Veteran Owned Small Business (SDVOSB) contractors. Competition is restricted to SDVOSB. SDVOSB shall furnish all labor, materials, tools and equipment, and services necessary for construction of the project described herein and other specific tasks as further defined in the resulting solicitation. Work is to be performed at the New Orlando VA Medical Center at 13800 Veterans Way, Orlando, Florida, 32827 which is located near the intersection of Highway 417 and Lake Nona Boulevard. The scope consists of the construction of the main loop road, which runs around the future hospital/clinic and parking structures; as well as both entry road access points, one on the North side of the site and the other on the East side. Also included is the construction of the underground site utilities, which includes chilled water piping, steam and condensate piping, potable water piping, fire protection piping, sanitary lines, storm water piping, natural gas piping, main irrigation piping, normal and emergency power duct banks, communication duct banks, and other miscellaneous piping site grading. Also work includes additional road work as well as site storm water system and incidental related work as outlined, described, and depicted in the solicitation specifications and drawings. The offeror shall furnish, obtain any and all necessary licenses and/or permits required to perform this work in the State of Florida. This is a Request for Proposal (RFP) solicitation. There will be no public bid opening. The basis for award will be Best Value technique. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation requirements and will provide the best value to the government considering recent and relevant past/present performance, technical capabilities, and price. Firms are advised that award may be made without discussions or any contact concerning the proposals received. The government reserves the right to award a contract to other than the low offeror. The magnitude of this project is between $10,000,000 and $20,000,000. This solicitation is a total SDVOSB set-aside. The NAICS Code for this work is 237110. To be considered a small business under this code the SBA size standard must not exceed $33.5 mil. The closing date and time for submission of offers will be contained in the solicitation package. The solicitation is expected to be issued on or about May 15, 2009. A Pre-proposal conference is scheduled for 10:00 AM EDT, on May 21, 2009, at the Defense Finance and Accounting Service Building (DFAS) 2500 Lakemont Avenue, Rm. 229, Orlando, Florida 32803. All offerors, consultants, subcontractors, manufacturers and suppliers are invited to attend. The solicitation package will be posted on FedBizOpps, which can be accessed at https://www.fbo.gov/. In order to view the solicitation package you must register with FedBizOpps. For changes to the issue date or any other changes to the information in this synopsis, potential offerors are responsible to check the information at FedBizOpps https://www.fbo.gov/. The Government will not provide paper copies of the solicitation. Telephone, written, facsimile, or e-mail requests, for the solicitation package will not be honored.
