Description
The is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: Quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular dated March 30, 2009. The intent of this solicitation is to obtain quotes to purchase a Brush Chipper that can be serviced within the State of Montana. Contractor shall provide literature on model offered with quotation. The Chipper shall be delivered to the Helena Ranger District, 2001 Poplar Street, Helena, Montana 59601 by June 15 2009. Delivery is F.O.B. Destination. Please provide quote for the following: (1) Brush Chipper – 1 each per the following specifications: (a) GENERAL-Unit shall be a trailer-mounted hydraulically fed drum chipper in the 12-inch (30 cm) capacity class. Length of basic unit shall not exceed 150 inches (381 cm) when in transport configuration [feed table up, tongue retracted, add 24 inches (61 cm) for tongue extension) or 198 inches (503 cm) overall length (feed table down and tongue extended)]. Overall height shall not be more than 101 inches (257 cm). Maximum weight of the unit shall not be more than 4760 pounds (2159 kg). (b) ENGINE-Unit shall have an industrial, liquid-cooled, diesel engine equal to a Tier 3 emissions rated Cummins B3.3 Turbo, 85 gross horsepower (63 kW) at 2600 rpm (215 ft-lb of torque at 1600 rpm; 291 Nm of torque at 1600 rpm) with a maximum displacement of 199 cubic inches (3.3 L). Unit shall be equipped with a spin-on replaceable oil filter. Unit shall be equipped with a fuel tank with a minimum capacity of 25 gallons (95 L). Unit shall be equipped with a 12 volt, Group 31, 660 CCA battery. Engine shall be rubber mounted with a lockable ABS plastic enclosure for sound reduction. (c) TRAILER-Trailer frame shall be constructed of.25” Z channel (4.25 x 7 inches; 10.8 x 18 cm). Suspension shall be a rubber torsion type with a capacity of at least 5200 lbs (2359 kg). Tires shall be equal to ST235/80R16 LRE (3500 lb rating; 1588 kg). The tongue shall extend 24 inches (61 cm) and the hitch; adjust up and down a total of 8 inches (20 cm). Unit shall be equipped with electric brakes. Trailer lights shall be high mounted and equipped with protectors to reduce damage. Fenders shall be “bolt on” and not welded. (d)CUTTING SYSTEM-The cutting system shall be a drum style with a minimum drum size of 20 inches (51 cm) in diameter, 20 inches (51 cm) in width and.38 inch (1 cm) thick skin with 1.5 inch (3.4 cm) sidewalls. The drum shall have a two-position safety lock. The drum shall weigh a minimum of 460 lbs (209 kg). The drum shall have 2 knives, bolted in place with a minimum of 3 bolts per knife. The knife size shall be 4.5 inches (11 cm) by 9 inches (23 cm) with a minimum thickness of.625 inches (1.6 cm). Knives shall be constructed of A8 chipper steel. The cutter housing shall be rubber mounted and isolated from engine and frame for sound and vibration reduction. (e) FEED SYSTEM-The unit shall be equipped with a hydraulic infeed system. The feed system shall have 1 horizontal feed roller. The feed roller shall have a minimum diameter of 20 inches (51 cm) and a minimum width of 20 inches (51 cm). The feed roller shall be powered by 1 hydraulic motor with a minimum displacement of 28.3 cubic inches (72 cubic cm). The unit shall have adjustable feed rate with maximum of 105 ft/min (32 m/min). The feed table shall have a minimum length of 66.5 inches (169 cm) from the feed roller nip point to the end of the table. The infeed opening shall have an opening of 12 X 17 inches (30.5 X 43 cm). The unit shall be equipped with a SmartFeed system that senses the loss of rpm from the engine and and stops the feed system until the rpm of the engine recovers. (f) CLUTCHLESS PTO -Unit shall be equipped with a clutchless PTO system that allows the cutter drum to be engaged without a traditional clutch and belt tensioner or without sliding the engine. System shall disallow engagement with engine speed above 1000 rpm. (g)SMARTFEED -Unit shall be equipped with an automatic engine speed monitoring system that senses the speed to the engine through the engine ECU. The SmartFeed system shall automatically control the feeding of material into the cutter system according to engine rpm and have 3 selectable engine droop settings to utilize with small, medium or large material. This system shall have the ability to reverse material automatically and in turn restart the feeding process without any operator interface once the engine returns to full rpm. (h)SAFETY-The unit shall be equipped with a Bottom Feed Stop Bar located on the leading edge of the feed table. The Bottom Feed Stop Bar shall be strategically located to make it possible for the operator’s leg to strike the bar and shut off the feed either intentionally or automatically in an emergency situation. A green override button shall be positioned within reach of each side of the feed table to momentarily (30 second maximum) override the bottom feed stop bar if so required by the operator. The upper feed control bar shall be a four-position bar used to control the rotational direction of the feed rollers (forward, reverse and two neutral/stop positions). This bottom bar and upper feed control bar shall be painted red and the bottom bar shall have two sensitivity settings. (i) HYDRAULIC SYSTEM- The unit shall be equipped with “live” type hydraulics (hydraulic pump runs directly from the engine). The system shall be open center with a return type filtration system with a minimum filtration of 3 micron return, 100 micron suction. The pump shall have a minimum capacity of 2.7 gallons per minute (10 L) at maximum rpm with a relief pressure of 2500 psi (172 bar). The unit must have a hydraulic tank with a 7 gallon (27 L) capacity. (j) INSTRUMENT STOREAGE -The unit shall have an hour meter, fuel gauge and automatic shutdown. The unit shall have a lockable toolbox, lockable battery box and lockable fuel and hydraulic oil fills. The unit shall be equipped with 2 towing safety chains with a minimum size of.375 inches (1 cm). The trailer must be equipped with a jack with a minimum capacity of 5000 pounds (2268 kg). (k) DISCHARGE SYSTEM -Chute must be no less than 101 inches (257 cm) high. Rotation must be limited to 270° rotation and controlled with a chain-driven lockable hand crank offering infinite chute positions. (l) SERVICE- Brush Chipper offered shall be serviceable within the State of Montana. (M) TRAINING- Contractor shall provide training on the operation, features and safety functions of the brush chipper upon delivery.
