- Description
- The United States Agency for International Development (USAID) intends to issue a request for proposal (RFP) seeking a Contractor to provide technical support to Ugandan District Governments implementing the Northern Uganda Development of Enhanced Local Governance, Infrastructure and Livelihoods (NUDEIL) Program. The Contractor will act as an agent for USAID. The overall program has two sections: 1) a technical assistance contractor with an Architecture and Engineering sub-contractor and 2) a large sector assistance package that will use government systems for implementation. The services of the contractor will include: a) Development of memorandums of understanding with targeted District Governments, development of community and project prioritization criteria with USAID and the targeted District Governments; b) Provision of engineering services to supervise and certify the construction and rehabilitation of small infrastructure by the targeted District Governments; c) Provision of technical and equipment support as necessary to District Offices such as the financial management and engineering offices to ensure they comply with USAID regulations and have the capacity to implement infrastructure projects and make payments on finished NUDEIL projects; d) Development of a monitoring and evaluation system for NUDEIL in partnership with targeted local governments that aligns with USAID strategic objectives and the objectives of the Government of Uganda’s (GOU) Peace, Reconciliation, and Development Plan (PRDP). All activities conducted under the NUDEIL contract will comply with the basic strategies of the program: to inject capital into the recovering rural communities of Northern Uganda; rehabilitate community infrastructure using labor intensive methods; and improve government service delivery and increase citizen confidence in government. USAID intends to issue the RFP o/a May 14, 2009.
