- The Contracting Center of Excellence (CCE) at the Hoffman Building II, 200 Stovall Street, 11th Floor Alexandria, VA 22332-0001, on behalf of The Office of Assistant Secretary of Defense, Networks and Information Integration (OASD NII) intends to issue a solicitation for personnel, equipment, materials and other items and non-personal services necessary to provide operations management and consulting services, as a 100% small business set-aside. Interested small businesses that are certified and qualified as a small business concern in NAICS code 541611 with a size standard of $7.0 million will be considered for award. Under this requirement, the contractor shall provide personnel, equipment, tools, materials, supervision, and other items and non-personal services necessary to perform open source research and telecommunication spectrum policy analyses. These services shall enable (OASD NII) to lead in domestic and international spectrum policy and regulation implementation, continue to build a substantial level of competence and expertise in (OASD NII) spectrum management, and continued or increased access to spectrum resources to accommodate new military systems and/or new missions necessary to protect the nation. A firm-fixed price contract is contemplated. The period of performance is a base year of eight (8) months with four (4) Option periods. The work under this contract will be performed at the Contractors facility. All prospective offerors must have a Commercial and Government Entity (CAGE) code and be registered with the Central Contractor Registration (CCR) at http://www.ccr.gov. This will be an electronic solicitation release. Interested small businesses may download a copy of the solicitation at https://www.fbo.gov/; reference W91WAW-09-R-0065. No hard copies will be mailed. A written Request for Proposals (RFP) will be/was posted on or about April 24, 2009, for download on the FedBizOpps website Title: DOD Spectrum Strategy Support. No paper copies of the solicitation will be issued. All amendments to the solicitation will be posted to this FedBizOpps website. Contractors are cautioned to check this website for amendments. No solicitation mailing list will be complied. The contractor is responsible for all costs for producing and mailing their proposal.
