The PHILIS units, each consisting of two to three separate mobile vehicles, are designed to detect Chemical Warfare Agents (CWAs) and Toxic Industrial Chemicals (TICs). These units provide on-site mobile laboratory capabilities to support the EPA?s Environmental Response Laboratory Network (ERLN), to respond to chemical warfare agent attacks, and to provide analytical support to any supplemental locations that are deemed fundamental to accomplishing EPA?s mission. In addition, the PHILIS units may: Participate in EPA and interagency exercises Participate in activities in foreign countries Deploy to Superfund sites to perform environmental analyses at the request of EPA Regional Offices Function at their bases of operations or at sites of interest to EPA to analyze routine and non-routine analytical samples Support method development and method validation efforts Support EPA?s training efforts for the Laboratory Response Corps. The Government intends to award this effort as an Indefinite Delivery Indefinite Quantity (IDIQ) contract with one (1) 2-year base period, one (1) 2-year award term and one (1) 3-year award term. The Government contemplates release of the solicitation on or about May 12, 2009, with proposals due thirty (30) days after the release date. The solicitation will be synopsized in FedBizOpps (https://www.fbo.gov) and on the US EPA Office of Acquisition Management website (http://www.epa.gov/oamsrpod/ersc/PHILIS/index.htm). It is the offeror's responsibility to monitor the Internet website for the release of the solicitation and amendments, if any. Interested offerors will be responsible for downloading a copy of the solicitation and amendments, if any. Hard copies will not be provided. Evaluation CriteriaThe Government will make award to the responsible offeror whose offer conforms to the solicitation and is most advantageous to the Government; cost and/or other factors considered. For this solicitation, all evaluation factors other than cost or price when combined are significantly more important than cost or price. Evaluation factors and significant sub-factors to determine quality of services may include: a) technical ability; b) personnel/key personnel; c) past performance; and d) contract management. Proposals will be evaluated on the above factors using a numbered rating scheme from `5? (response is superior in most features) to `0? (factor is not addressed or is totally deficient and without merit.) The Government will host a contractor site visit to be conducted after the RFP is released. This site visit will offer potential contractors the opportunity to inspect the mobile laboratories. Information about the site visit will be posted on the website referenced below after the RFP is released.
