- The Laser Interferometer Space Antenna (LISA) Mission at NASA/GSFC has arequirement for high efficiency, space qualified ytterbium fiber-amplifier-based lasertransmitters.NASA/GSFC intends to purchase the items from Lucent Government Solutions (LGS) pursuantto FAR 13.106, for the acquisition of supplies or services determined to be reasonablyavailable from only one source. LGS has the unique technology development and necessaryknowledge of the LISA requirements to carry out necessary technology development in therequired short time span. The Government intends to acquire commercial items using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:30 p.m. EasternStandard Time on the response date specified above. Such capabilities/qualifications willbe evaluated solely for the purpose of determining whether or not to conduct thisprocurement on a competitive basis. A determination by the Government not to competethis proposed effort on a full and open competition basis, based upon responses to thisnotice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
