- Description
- The US Army Research, Development and Engineering Command (RDECOM) Contracting Center, Natick Contracting Division, Natick, MA intends to award a contract to a Service Disabled Veteran Owned Small Business (SDVOSB) to acquire a demonstrative data mart prototype which will incorporate the Requirements Definition document for Data Mart Accessing Veteran Information Digitally (DAVID). Further information pertaining to DAVID as well as the potential nondisclosure agreement (for third party advisors) will be provided as an attachment to the Request for Proposal. This effort includes the use/access of personnel medical information/records from geographically disparate sources and use of a portal interface. The demonstration of the prototype does not include interfacing with any DoD computer system or network at this time but the capability to do so subsequently should be an optional attribute of the prototype. The demonstration will focus on information assurance issues, security, and privacy. Many medical R&D efforts, both within and external to DoD, have long been confronted with challenges of highly mobile geographical disparate cohorts, selection of key variables targeted for clinical research, and lack of sample sizes necessary for statistical control. Once demonstrated and documented through this initiative, advances can be adopted by DoD or Federal researchers to create national size samples accompanied with proven analytical tools. The primary tools to interface with are those that provide disease management and health promotion using electronic means for patients to provide information about their well-being, which are used at about 96 Army and Air Force medical facility sites. The Government anticipates a single award for a twelve month period of performance. The applicable North American Industry Classification Systems (NAICS) code is 541512 with a small business size standard of $25MIL. This procurement will be 100% Service Disabled Veteran Owned Small Business Set-Aside. The Request for Proposal (RFP) to include a Statement of Objectives; Attachment 0001, DAVID Requirements Definition; Attachment 0002, DAVID Non-Disclosure Agreement and other pertinent documents will be available on the Natick Contracting Division website ON OR ABOUT May 19, 2009 at https://www3.natick.army.mil under Business Opportunities/Current Acquisitions, W58P05-09-R-0032. Firms will not be reimbursed for any costs associated with proposal quote. The closing time and date for the RFP responses will be approximately 30 days after release of the Solicitation.
