Description
The joint KC10/Kc135 ATS program is carefully considering a change in acquisition strategy for to address issues of schedule and resources within the Government. Please note that this VSR requirement was never set-aside for 100% Small Business participation. the Air Force continues to support a plan for full and open competition. The new strategy would be to acquire separate VSR upgrades for the KC135 ATS and the KC-10 ATS. KC-135 ATS requirements would be rolled into the ATS follow-on solicitation now in pre-solicitation phase under FBO notice reference FA8223-10-R-135TS as an ATS task, representative of future upgrades and mods that would be accomplished within scope of that eventual ATS/CLS contract, and facilitating bidding for Fixed Rates that would be applied for out-years. For KC10 ATS, the program would acquire VSR as an upgrade (engineering change proposal) within the scope of the existing KC-10 ATS/CLS contract under the authority of the Changes Clause at FAR 52.243-1. In both programs, the Government would emphasize to ATS prime contractor(s) that they share our responsibility to evaluate multiple solutions and promote open competition. The Government would carefully consider the proposed acquisition processes and the selected subcontracted solution to ensure these interests are promulgated and small business participation would be specifically encouraged. The current performance specification would be valid for both of these efforts. Interested sources are invited to respond and comment to this potential revised strategy.
