- This is a notice of the Governmentsintent to negotiate a sole sourcecontract, in accordance with FAR 6.302-1, with Agilent Technologies, Inc 9780S. Meridian Blvd, Englewood, CO for theupgrade of existing spectrumanalyzers, Model E4407S-E57, currentlyused for support of tri-band DMCSSatcom terminals to Model 8564 ECspectrum analyzers needed to supportthe new quad-band DMCS Satcomterminals. The Agilent spectrumanalyzers currently in inventory coveredthe frequency range up to 26.5 GHzwhich was sufficient for the original tri-band (C-, X- and Ku-) DMCSterminals. However, these units arecurrently being upgraded to add a Ka-Band capability which requires aspectrum analyzer that can cover thefrequency at least up to 31.0 GHz. TheAgilent 8564 EC has a frequency rangethat covers up to 40 GHz which meetsthe new requirements.SPAWARSYSCEN Atlantic requires a FirmFixed Price (FFP), IndefiniteDelivery/Indefinite Quantity typecontract estimated at $3,750,000.00with a one year base period and fourone year option periods is anticipated.The NAICS Code is 334515 and theapplicable size standard is 500employees. No solicitation will bemade available as a result of thisannouncement. This is not a requestfor competitive proposals. Any firm that believes it can meetthese requirements may give writtennotification to the individual identifiedbelow. Supporting evidence to includeappropriate documentation, literatureand references must be furnished insufficient detail to demonstrate thehigh level of proficiency required tocomply with the exact requirementsshown above. This documentation shallinclude: contract numbers, contracttypes, dollar value for each contractreferenced, summary of workperformed as well as a customer pointof contact, including phone number, forrelevant work performed during thepast five years that substantiates theability to meet this requirement. Itshall also include the physicalcharacteristics and specifications of theitem to be evaluated. The datasubmitted shall be limited to no morethan five (5) pages. Comments and/or responses shall besubmitted via e-mail toSPAWARSYSCEN Atlantic, Code 225JR,Joanne Roddy at:Joanne.Roddy@navy.mil. Anyresponse to this announcement mustbe received no later than 14:00 EST 15May 2009. All responses will beevaluated; however, a determinationby the Government not to compete theproposed action is solely within thediscretion of the Government. SeeNOTE 22.
