Description
The National Highway Traffic Safety Administration (NHTSA) is an integral part of the United States Department of Transportation (DOT) and its mission is to save lives, prevent injuries, and reduce traffic-related health care and other economic costs associated with motor vehicle crashes. To accomplish this, NHTSA collects and analyzes motor vehicle crash data and develops, promotes, and implements educational programs, vehicle safety standards, research, and enforcement programs. Federal Motor Vehicle Safety Standard (FMVSS) No. 116, “Motor Vehicle Brake Fluids”, sets forth the performance and labeling requirements for hydraulic brake fluids and their containers. It includes the testing provisions which are necessary to determine if a brake fluid meets the performance requirements for safe motor vehicle use. FMVSS No. 106, “Brake Hoses”, sets forth the performance and labeling requirements for three different types of brake hoses: hydraulic, air, vacuum and plastic air brake tubing. Description: The objective of this requirement is to seek the services of an independent laboratory or laboratories to procure automotive equipment for compliance testing and to provide test and inspection services so that the Government can determine if the equipment designed for use on motor vehicles comply with the requirements of FMVSS No. 106 and FMVSS No. 116. This requirement will include six (6) tasks: (1) Perform Test Procedures, (2) Test Item/Models, (3) Measurement and Test Equipment, (4) Conduct Deviations from Test Procedures, (5) Storage of Test Items, and (6) Prepare Test Schedule. All work required including preparation, submission, review, and acceptance of the final report shall be completed within twenty four (24) months after the effective date of the contract. The NAICS Code for this contract is 541380. It is the Government’s intent to award a Indefinite Delivery, Indefinite Quantity, (IDIQ) Firm Fixed Price (with cost reimbursement portion) type contract for a performance period of five (5) years. It is the Offeror’s responsibility to monitor the FedBizOpps Internet site for the release of the solicitation and amendments (if any). Potential Offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Requests for paper copies of the RFP will not be accepted. The estimated date for release of the solicitation is on or about May 15, 2009. A prospective laboratory could submit proposals to satisfy the requirements of one or both federal motor vehicle safety standards. Period of Performance: Five (5) years starting on or about 9/7/2009. Contract Award: NHTSA intends to issue a full and open, competitive Request for Proposals (RFP) with the intention of awarding a IDIQ/Firm Fixed Price type contract for a performance period not to exceed five (5) years. The anticipated award date for this resultant contract is expected on or about September 7, 2009.
