- REPAIR SERVICES FOR CLADS System This synopsis is issued in anticipation of SOL FA8539-09-R-23273. See solicitation for further details. T his is a limited source procurement per 10 USC 2304(c)(1) TO: ELCAN Optical Technologies, CAGE: 1SDY4. Justification: Supplies (or services) required are available from only one or a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements. Specifications, plans, or drawings related to this procurement are incomplete or not available and cannot be furnished by the Government. All responsible sources solicited may submit a bid, proposal, or quotation, which shall be considered.
