- Statement of Work This is a combined synopsis/solicitation for commercial items in accordance with the Federal Acquisition Regulations (FAR) Parts 12 and 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. Solicitation Number NFFKAA00-9-11523 is issued as a request for quotation. The applicable North American Industry Code System code is 519130 and size standard $50.0. This requirement is set-aside for small business. The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS) has a requirement to provide electronic timely information on Congress and legislation in support of the National Marine Fisheries Service (NMFS) mission, including web-based and e-mail updates. The service will include the following: access to official congressional documents and records, including pending legislation, floor actions, herrings and testimony, a full searchable database of congressional members and committees, calendars, status of major legislation, summaries and analysis. The service will provide up-to-date information and analysis of the annual congressional budget and appropriations legislation, actions, and processes. The service will include the ability to create customized alerts, updates and e-mail delivery to facilitate tracking legislation, appropriations, and related activities of interest. DELIVERABLES: NMFS will receive four daily e-mail alerts for the corresponding publications - E&E Daily, ClimateWire, GreenWire, and E&E News PM. Service is available to all NMFS employees in the Headquarters: 1) Web access to detailed information on past and current Congresses; 2) A continually updated source of Web-based information on the current Congress, including members, bills, committees, hearings, floor actions, and related legislative news and information; 3) The ability to create customized, e-mail news, notification, and other services to facilitate the tracking of congressional activities of particular interest; and 4) Specialized services, including analysis and summaries and especially the ability to track the congressional budget and appropriations processes. The period of performance is from Base Period: October 2, 2009 - October 1, 2010. This Purchase Order will have a duration of five years - one base year with four option years. Option Year 1 - October 2, 2010 - October 1, 2011; Option Year 2 - October 2, 2011 - October 1, 2012; Option Year 3 - October 2, 2012 - October 1, 2013; Option Year 4 - October 2, 2013 - October 1, 2014. The resulting purchase order shall be awarded on a best value basis and will be firm fixed price. Best value evaluation factors include the following: 1) Technical Approach - The likelihood of effectively meeting the requirements; 2) Past Performance - The relevance and quality of prior performance; and 3) Price - The amount, realism and consistency of the evaluated price. The evaluation shall be based on use of the adjectival scheme as follows: Outstanding (O) - Conspicuously striking in eminence; Good (G) - Beneficial and worthwhile; sound and valid; Adequate (A) - Reasonably sufficient and suitable; Marginal (M) - Minimally suitable at the lower limit.
