- Attachment B-Performance Specifications Attachment C-Additional Terms and Conditions Attachment A-Equipment Listing and Serve Levels (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This is a Request for Quotation (RFQ) and the RFQ number is HQ0034-09-T-3049. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-031. (iv) The applicable NAICS code is 811212 and the size standard is $25,000,000.00. (v) Please see Attachment A to this RFQ for a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable). (vi) The Government requires, on a brand-name-or-equal basis, "Gold-Premier Enterprise Support" and "Next Day Business Warranty" for various pieces of Dell Hardware, as specified in Attachment A to this RFQ. The salient performance characteristics of the maintenance packages are contained in Attachment B to this RFQ. (vii) The period of performance for this requirement shall be 1 May 2009-30 April 2010. (viii) The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. No addenda apply to the provision. (ix) The Government contemplates the award of a single purchase order on a "low-price-technically-acceptable" basis. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (x) Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. (xi) The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition and no addenda apply to the clause. (xii) A deviated version of the clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. It may be found in Attachment C to this RFQ. (xiii) Additional contract terms and conditions shall be applicable to this acquisition and they may be found in Attachment C. (xiv) Offers must be submitted via e-mail to adam.goldstein.ctr@whs.mil. The due date and time is 10:00am ET on Monday 27 April 2009.
