Public Notice Posted on: April 23, 2009 PART: U.S. Government Procurement Subpart: Acquisition of Services OFFADD: U.S. Department Of Commerce, NOAA, AOML 4301 Rickenbacker Causeway, Miami Florida 33149 Ref No: NRMAD000-9-02ASC ($10,000.00 - $24,999.00 usd) Subject: Establish a purchase order for high density lithium battery packs for acoustic Doppler profilers. POC: Jack Stamates, 305-361-4317 This is a public announcement for a proposed contract action. In accordance with FAR Part 5.101 as required by the Small Business Act (15 U.S.C. 637(e) and the Office of Federal Procurement Policy Act (41 U.S.C. 416). The Atlantic Oceanographic and Meteorological Laboratory has a requirement for high density lithium battery packs for acoustic Doppler profilers. The government only knows of one source that supplies these high density lithium battery packs that are specifically designed to meet the power requirements of acoustic Doppler profilers, NortekUSA. An important requirement of these battery packs is that they must supply a minimum of 2A of current during the transmission pulse of the acoustic profiler. The profiler will pulse every 0.5 seconds. Another important requirement of these battery packs is that they include several safety features to make these batteries safe for use in oceanographic applications. These lithium battery packs must provide an voltage of 18VDC, they must have a capacity of 2300 Wh of energy storage at 10Deg C and be capable of delivering 2A of peak current. These batteries must be constructed utilizing a hybrid design using bobbin type, hermitically sealed low current/high energy density primary Lithium/Thionyl Chloride cells and hybrid layer capacitors. The hybrid layer capacitors will acquire energy from the primary cells during periods between acoustic transmissions and then deliver the peak current required for acoustical transmission while retaining the battery packs voltage. The battery packs must be short circuit protected. This must be accomplished by utilizing a positive temperature coefficient switch. This switch will protect the battery pack from overheating if a short circuit condition exists but will return the battery pack to an operative state if the short circuit condition is no longer present. In addition to the positive coefficient switch, The Hybrid layer capacitors must be fuse protected. The battery packs must be diode protected to prevent accidental reverse polarity connections and attempts to charge the battery packs. (The battery packs are not to be rechargeable) The battery packs must be constructed such that they will fit into a pressure case that has a inside diameter of 5.5 inches and each of the battery packs must not have a height exceeding 7.625 inches Two battery packs are placed into each pressure case and wired in parallel. The batteries must be fitted with a wiring harness that has both male and female Molex 03-09-2032 connectors in parallel. The wire leads must be 6 inches in length from the battery pack to the female connector and then 8 inches in length from the female connector to the male connector. The battery pack must have a flexible nylon carry strap to enable it to be lowered into the pressure case. The supplier of these battery packs should be familiar with the specific requirements of acoustic Doppler current profilers and oceanographic applications. To be considered interested parties must be able to demonstrate their ability to provide these supplies. To be considered, firms must furnish detailed information concerning their capability to provide such supplies and satisfy the government's needs such as, at a minimum, name, telephone number, and address of concerns for whom you have furnished this specific service, and a detailed narrative that described your facility and ability to provide such supplies as a basis for the evaluation criteria.
