- This is a notice of the Government's intent to solicit, negotiate and award a total small business set-aside under the authority of FAR 6.203. The Defense Information Systems Agency (DISA) Chief Technology Officer (CTO) facilitates the rapid transfer and insertion of advanced technology and concepts from research and experimentation stages through pilot demonstrations to transition into deployment and full-scale implementation within DISA and Department of Defense (DoD) Global Information Grid (GIG) Programs of Record and Operational Services. SCOPE: The CTO's "Business Operations" provides mission planning and execution; resource allocation; and business support functions for key execution activities. Mission planning and execution actions are in the areas of: 1) strategic planning and coordination support; 2) program/portfolio/project management support, 3) analysis and quality assurance (QA) support, 4) programming, planning, and budget support; and 5) acquisition and contract management support. Resource allocation covers: 1) finance, 2) human capital, and 3) asset management support (and other management initiatives). Business support functions include: 1) focused process reviews (diagnose); 2) strategic process improvement planning (establish plan); 3) tracking/monitoring and feedback for program control functions (act/track plan); and 4) standard operating procedures for updating CTO culture and practices (learn/leverage). The CTO requires contractor support for these key Business Operations Support Service areas using ETVX Process Descriptions, which will cover the process title, process controls, process entry criteria, tasks to accomplish, process verification/validation steps, process exit criteria, inputs, outputs, process roles, process mechanisms, and process metrics. The majority of the work will be performed at the contractor's facility and at various Government locations in CONUS. Currently, the main DISA work location is in Falls Church, Virginia. Please note DISA's offices in the national capital region are scheduled to be relocated to Ft. Meade, Maryland in accordance with the Base Realignment and Closure Act. Current plans call for the move to occur in late 2010. This solicitation will be available on the Government's Point of Entry website: http://www.fedbizopps.gov/ on or about May 15, 2009.
