Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE. The purpose of this Source Sought is to gain knowledge from potential small contractors who are interested and have the capability and qualifications to complete and perform the below described construction services. The 2007 North American Industrial Classification System (NAICS) code applicable to this project is 237990 Other Heavy and Civil Engineering Construction and the small business size standard is $33.5 Million. The SIC is 1629Heavy Construction, Not Elsewhere Classified and the Federal Supply Code is Z299Maintenance, Repair or Alteration of Real Property. Government will use responses to this SOURCES SOUGHT synopsis to make appropriate acquisition decisions to solicit this project as either competitive Service Disabled Veteran Owned, 8a or HubZone Small Business or Unrestricted. Proposals will be evaluated using sealed bidding procedures that will result in award of a firm-fixed-price contract (base and three option Items) to the responsible proposer whose proposal, conforming to the solicitation, and is the most advantages to the Government, considering only price and the price-related factors included in the invitation. The magnitude of the Sacramento River Bank Protection Project, Sacramento River, Feather River, and Sutter Bypass Erosion Control Sites River mile is estimated between $5~$10 Million. Public bid opening procedures are applicable to the solicitation. A firm fixed price competitive Small Business contract is anticipated to be awarded using sealed bidding evaluation criteria. General Description of Work: Sacramento River Bank Protection Project, Sacramento River, Feather River, and Sutter Bypass Erosion Control Sites River Mile (Sac RM) 93.7L, 114.5R, 136.7L, 136.9L, (F RM) 28.5L, (SBP RM) 0.4E, Sacramento Valley, California The primary objective of the Sacramento River Bank Protection project is to place quarry stone on the lower slopes, and soil filled quarry stone on the upper slopes of several erosion sites along the banks of the Sacramento and Feather Rivers, and Sutter Bypass. The basic object of this project is to: a.Install In-stream wood, fascines, and erosion control seeding. b.Removal and replanting of elderberry shrubs. c.Construct a maintenance road. d.Installation of plantings, plugs, beaver fencing and cages e.Irrigation and plant maintenance The work is needed to provide Bank Protection along the banks of the Sacramento and Feather Rivers, and Sutter Bypass. All work may be performed from the landside. General Information: The Capabilities Statement for this sources sought is not expected to be a proposal, but rather short statements regarding the companys ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities statement. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the U.S. Army Corps of Engineers in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Submissions that do not meet all requirements or submitted within the allotted time will not be considered. Include in your Capabilities Statement: 1) Ability to obtain bonding coverage of at least $10 Mil; 2) Recent and relevant experience within the last 3 calendar years, for projects of similar size, scope, and complexity; 3) How you will manage work in accordance with FAR 52.219-14(b)(3), Limitation on Sub- contracting: General Construction; 4) All respondents in response to this notice, must identify their business size relative to the NAICS Code.
