Description
The Naval Air Systems Command (NAVAIR) intends to place a sole-source order under Basic Ordering Agreement N00019-05-G-0026 with McDonnell Douglas Corporation (MDC) (A Wholly Owned Subsidiary of the Boeing Company) of St. Louis, Missouri 63166, for the procurement of non-recurring engineering efforts in support of the investigation of the electromagnetic aircraft launch system. General Atomics (GA) is developing the Electromagnetic Aircraft Launch System (EMALS) to replace the Navy’s existing steam catapults. To date, the EMALS has not been tested with Navy aircraft and the risk exists that undesirable forces or oscillations could result during a launch event. While there are mitigations within the EMALS control system to combat any unforeseen unanticipated forces and oscillations, it is not desirable to expose an airframe to these conditions. In order to obtain flight clearance and to mitigate the risk associated with launching an aircraft, MDC's Modular Six-Degree of Freedom (MODSDF) will be used to simulate catapult launches using catapult outputs from the EMALS System Model. Loads analysis will be performed to determine if EMALS poses a significant risk associated with aircraft compatibility. In addition, if the analysis does uncover any unforeseen issues, it will permit some level of tuning of the EMALS control system to be carried forward to actual aircraft compatibility testing. To support this effort, MDC shall: a)Shall attend a joint meeting with NAVAIR and GA to discuss the optimal method to integrate the EMALS System Model and MDC's MODSDF. This integration method needs to address the differences between the two models and how to best transmit information between the models, what information to transmit, and when to transmit this information while running simulations. At this meeting, the Contractor shall provide a discussion on the details of the MODSDF Model, in addition to a higher level written description of the model. This meeting shall be of approximately one day’s duration. b)Modify the MODSDF Model, as defined from the previous task, to permit the integration of the EMALS System Model to permit simulation of the launch event. c)Shall attend a workshop with NAVAIR and GA. This workshop shall be a total of approximately one week’s duration in one or two parts. d)Support the actual integration of the EMALS System Model and MDC's MODSDF in to a cohesive model that can simulate the entire launch event. The Contractor shall provide troubleshooting for any issues that present themselves during this software integration effort. MDC shall provide a batch capability for GA to run the EMALS/MODSDF simulation to allow GA to fine tune certain MODSDF output parameters. e)Support exercising the Integrated Model for a one F/A-18E/F FE (fighter escort) clean aircraft configuration. The Contractor shall provide troubleshooting for any issues that present themselves during this simulation effort with regard to the operation of the Integrated Model. The Contractor shall support technical interpretation of the results of the simulations as to the efficacy of the EMALS and its control systems. f)MDC shall perform a loads analysis of the aircraft and external store attachments and recommend critical aircraft configurations for the EMALS catapults. Projected period of performance is 30 May 2009 through 28 February 2010. MODSDF is MDC proprietary modeling software. MDC is the sole designer, developer, manufacturer and integrator of the F/A-18E/F/G aircraft in its various configurations. MDC is the only source with the software, hardware, equipment, knowledge, expertise, facilities, and qualified personnel necessary to accomplish this effort to meet NAVAIR’s technical, cost, and sechedule requirements. Any interested party (respondent) must have the software, hardware, equipment, knowledge, expertise, facilities, and qualified personnel necessary to accomplish this effort to meet NAVAIR’s technical, cost, and sechedule requirements. Any respondent must also submit a Statement of Qualifications to demonstrate respondent’s ability to perform to the Government’s needs within the required response time.
