- NASA Office of Inspector General (OIG), Office of Investigations (OI), Washington,DC. proposes to procure with Federal Cartridge Company & Ammunition Accessories, Inc. forthe following:90,000 Hydra-Shok rounds (90 cases),.40 caliber jacketed hollow pointammunition (P40HS2G); 3,000 (12 cases) Shotgun 12-Gauge 00 Buckshot shells (LE132 00);3,000 (12 cases) Shotgun 12-Guage Slug shells (LE127 RS).This procurement is essential to providing needed ammunition for daily operationalservice and quarterly proficiency training. This procurement will help ensureindividual/group operational safety by ensuring effective Firearms Qualification andProficiency Training to meet the operational standards for and fulfilling the continuingmission requirements of the NASA OIG OI. Presently, Federal Cartridge Company is theonly manufacturer, who can quickly supply the amount and quality of ammunition needed byMay 15, 2009.Therefore, NASA/HQ intends to issue a Sole Source Procurement to Federal CartridgeCompany & Ammunition Accessories, Inc. The authority is FAR 6.302-1 (a) (2) "only one responsible source" When the supplies orservices required by the agency are available from only one responsible source, or, forDoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources,and no other type of supplies or services will satisfy agency requirements, full and opencompetition need not be provided for.The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing, by FAX or E-Mail, to the identified point of contact not later than12:30 p.m. EST on April 29, 2009. Such capabilities/qualifications will be evaluatedsolely for the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the government.
