- Pre Solicitation Conference Announcement: The US Army Research, Development and Engineering Command (RDECOM) Acquisition Center, Natick Contracting Division (NCD), on behalf of the US Marine Corps (USMC) Program Manager for Chemical, Biological, Radiological and Nuclear Systems (PM CBRN Systems) will conduct a PRE SOLICITATION CONFERENCE at the US Army Natick Soldier System Center (NSSC), Natick, MA, on May 20, 2009 to discuss the draft Request For Proposals (RFP) for the Prime Vendor AMAL/ADAL acquisition as synopsized below. The draft RFP, directions to the conference, and lodging information relating to the conference can be downloaded at: https://www3.natick.army.mil/upcoming.cfm. Other information regarding the event, including a draft agenda and evaluation factors (RFP Section M), will be posted to this folder as it is developed. Companies interested in attending the conference must provide email notification to john.conlin3@us.army.mil No Later Than (NLT) Friday, 8 May 09. Conference room space is limited, so company representation shall be limited to three (3) personnel. There is no registration fee, and meals will not be provided to attendees. Attendees must be US citizens with valid identification. Non-US citizens must have a visit authorization request approved through their embassy to the RDECOM Security Office and will otherwise NOT be permitted on the facility. Comments and/or questions regarding the draft RFP are highly encouraged. Comments/questions received by 8 May 09 will be discussed/addressed during the conference using non-attribution procedures. Comments/questions received after 8 May will be addressed via the Natick website. Information regarding the draft RFP, the conference, and post-conference will continually be posted to the Natick website, so interested companies are encouraged to check the link regularly. ----- Synopsis of proposed acquisition The USMC has an ongoing requirement to provide health care services to all of its deployed members, as part of its commitment to meet operational requirements and for the general health and well being of its forces. These services include preventive medical and dental care and critical medical care. To meet this requirement, the USMC provides its Medical and Dental Battalions and unit medical personnel with authorized medical and dental supplies and equipment (Class VIII equipment) necessary to treat patients in operational and field environments. Historically, this service has been managed directly by the Marine Corps Systems Command (MCSC) Family of Field Medical Equipment (FFME) within PM CBRN Systems. In an effort to improve these services, and to conserve scarce Marine Corps resources that would otherwise be required to execute this process, PM CBRN Systems has elected to outsource the procurement, supply chain management, and associated support activities through a prime vendor contract to procure equipment contained in the USMC Authorized Medical Allowance Lists (AMALs), Authorized Dental Allowance List (ADALs) and medical kits. AMALs and ADALs are highly specialized capability sets comprised of Class VIII (DoD classification for medical materiel to include medical peculiar repair parts) materiel. The FFME Team, PM CBRN Systems centrally manages and controls the configuration of AMALs, ADALs and medical kits for the Marine Corps. The USMC currently maintains 30 separate AMALs/ADALs and four medical kits. Each AMAL/ADAL and medical kit contains a list of specific commercially available equipment, supplies, repair parts, tools, and Test, Measurement and Diagnostic Equipment (TMDE) to provide a specific medical capability. The Government requires performance of a broad set of tasks relating to AMAL/ADAL and medical kit procurements and management, including, but not limited to: maintaining awareness of contents and changes to AMAL/ADAL equipment lists supply chain management online delivery order preparation and total asset visibility system procurement of AMAL/ADAL equipment and supplies customer support services regulatory and safety services equipment calibration, maintenance, repair, shelf life and lifecycle management Original Equipment Manufacturer (OEM) warranty management meetings and reviews The Governments contracting strategy entails award of a single prime vendor type contract, 5 years, approximately $100 Million, Indefinite Delivery Indefinite Quantity (IDIQ), with Firm Fixed Price (FFP) delivery orders for AMAL/ADAL and medical kit equipment, and for overall prime vendor support.
