- The Naval Surface Warfare Center Panama City (NSWC PC) intends to award on a Sole Source basis a firm-fixed price contract to L-3 Communications Klein Associates, Inc., 11 Klein Drive, Salem, NH 03079 to procure the following: One (1) each Klein Model AUV 5000V2 Dynamically Focused Multi-Beam Side Scan Sonar comprised of:- Sonar Processor Unit (SPU), installed in a stainless steel Pressure Housing, P/N 14104577- Sonar Electronics Unit (SEU), installed in a stainless steel Pressure Housing, P/N 14104568- Port Transducer Assembly w/ C-Channel strong back, P/N 14104648- Starboard Transducer Assembly w/ C-Channel strong back, P/N 14104648- Deck Power Supply, P/N 11700053- Jumper Cable, 100 inch, P/N 12900916-01- Deck Cable, 20m, P/N 14104595- SonarPro (CD) Visualization Software License, P/N 14104488-- Manual (CD), P/N 11214513 This procurement is sole source for the following reasons: This L-3 Klein Sonar is required for continued operation of a fielded system incorporating the previous version of this sonar system. The form and fit of this new sonar is identical to that of the original system. More importantly, the data stream from the new version of the system is identical to that of the existing system, maintaining full functional compatibility. To change to any other sonar system at this time would require significant redesign efforts for the fielded system, in particular the processing of the data, which would negate any potential savings from attempting to competitively selecting a different sonar system. The design of this system is proprietary to L-3 Klein, thus they are the only source for these systems.
