FBO Notice of Intent to Award a Sole-source Acquisition MODERNIZE RESERVOIR CONTROL/WATER MANAGEMENT DECISION SUPPORT TOOLS This is a notification of intent to award a sole-source Indefinite Delivery-Indefinite Quantity (IDIQ) Time and Materials contract to Mr. Michael McCormick, Resource Management Associates, Inc (RMA) of Fairfield, California under the authority of FAR 6.302-1(a)(2)(ii). The contract will provide for programming services associated with continued development, updating and/or modernizing Reservoir Control/Water Management database applications. This procurement is for the U.S. Army Corps of Engineers, Fort Worth District (SWF), Reservoir Control Section (CESWF-EC-HL) who is working in a project management capacity with the Hydrologic Engineering Center (HEC), Tulsa District (SWT), Little Rock District (SWL), SPA, Lower Colorado River Authority (LCRA), Tarrant Regional Water District (TRWD) and other organizations on several initiatives. The first initiative is to develop decision support tools to replace an out-of-date legacy forecasting system with a new forecasting system centered on HEC-HMS and integrated into CWMS and the Real Time System (RTS). The second initiative is to replace legacy daily, monthly and annual report decision support tools as well as other decision support tools used within water management offices across the country. Services sought include programming in JAVA, C and C++, the accepted standardized programming languages for HEC-HMS, CWMS and RTS. The contract will also involve travel and participation in meetings regarding the initiatives. This contract is estimated to cost $500,000 or less. The period of performance for this contract will not exceed five (5) years from the date of award. Mr. Michael McCormick, the proposed sole source, authored the original versions of these programs in a different programming language. Because of the highly technical nature of the programming services, any other course of action would result in substantial cost duplication to the government and would create delays of one to two years, reproducing work Mr. McCormick has already performed on the original versions, in fulfilling Reservoir Control Section's requirements. This could significantly damage several functions of the Reservoir Control Section, as they use these programs for vital task information, which is essential to their operation. These costs would not be recovered through competition. To be eligible to receive a Government contract award, a firm must be registered in the Central Contractor Registration (CCR) database. THIS ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Firms intending to provide submittals must submit detailed information indicating their ability to meet the Government's requirements. Responses to this announcement shall be submitted via email to Melanie.M.Hubbard@usace.army.mil. Responses via fax or traditional mail will NOT be accepted.
