Description
"RECOVERY AND REINVESTMENT" Synopsis: THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY WILL BE AWARDED TO A CONTRACTOR UNDER: GSA Financial and Business Solutions Schedule (FABS) SIN 520-13, for U.S. Dept of Justice, Office of Justice Programs, Office of Audit, Assessment, and Management, Audit and Review Division (OAAM/ARD). This procurement, under the stipulations and guidance for Recovery and Reinvestment Act of 2009, the Office of Audit, Assessment, and Management, Audit and Review Division (OAAM/ARD) is requesting to add one (1) Internal Control Analyst - Financial Management position to the existing Watkins, Meegan, Drury and Company Contract (2007F_07125), which is in its Option Year I of a base year and four one year options in support of Internal Auditing Services efforts as a result of the Recovery and Reinvestment Act 2009 stimulus. The Office of Justice Programs (OJP) initiated a Strategic Sourcing Initiative (SSI) to leverage spending to the maximum extent possible on various procurements. Strategic Sourcing is the collaborative and structured process of critically analyzing an organization's spending and using this information to make business decisions about acquiring commodities and services more effectively and efficiently. OJP issued an RFQ with an A and B Series under the (SSI) on November 30, 2006 to vendors under the GSA Schedule Sin, 520-7 and 520-13, Financial and Business Solutions (FABS) schedule. As a result of the issuance of the RFQ, OJP received five (5) bid proposals that were evaluated by the panel members only with one vendor being selected for the A Series and another for the B Series. Due to all vendors receiving a marginal rating in at least one of their evaluation criteria meaningful, discussions were entered into. Upon completion of the second evaluation process there were two technically acceptable vendors. The Contracting Office determined that Watkins, Meegan, Drury and Company should be selected for award based on the Cost/Technical Tradeoffs. Based on all of the above it is in the best interest of the Government to modify the current contract with Watkins, Meegan, Drury and Company for services in lieu of initiating a new procurement for the same services.
