SPECIAL NOTICE Health Care Technology Assessment (HCTA-09) This is a special notice to the pre-solicitation notice posted to the FEDBIZOPS (FBO) on April 10, 2009. It has been determined by the Department of Defense (DoD), TRICARE Management Activity (TMA) that the HCTA services previously posted on the TMA Acquisition website at the link http://www.tricare.mil/contracting/healthcare/industryforum/ under the HCTA-09 RFI notice will not be issued as a single requirement. The HCTA services will be combined with the TRICARE Quality Monitoring Contract (TQMC) - 09 services. Accordingly, there will be no further information available on the solicitation as previously advertised under HCTA-09. The TQMC-09 services will shortly be noticed for an RFI and a link to the draft performance work statement will be made available under the TQMC-09 RFI notice. PRE-SOLICITATION NOTICE HEALTH CARE TECHNOLOGY ASSESSMENTS (HCTA-09) THIS IS NOT A REQUEST FOR PROPOSALS (RFP) OR A REQUEST FOR QUOTATIONS. IT IS STRICTLY A NOTICE THAT A REQUEST FOR PROPOSAL WILL BE ISSUED SOMETIME ON OR BEFORE APRIL 24, 2009 FOR THE FOLLOW-ON CONTRACT FOR HEALTH CARE TECHNOLOGY ASSESSMENTS. The Department of Defense (DoD), TRICARE Management Activity (TMA) is developing the requirement for providing full in-depth assessments and short assessments on specific focused health care topics. The assessments shall utilize publish refereed scientific literature and shall assess individual health care technologies, to include the full range of medical or surgical devices, services or procedures; behavioral health devices, services or procedures; dental health devices, services or procedures; or the use of pharmaceuticals for purposes other than that approved by the U.S. Food and Drug Administration. The RFP will be posted on the TRICARE Website at http://www.tricare.mil/contracting/healthcare/solicitations. A notice will be posted in FedBizOps when the RFP becomes accessible at the TMA website. The revised proposal response due date is estimated to be June 08, 2009. FOB Destination shall be Aurora, CO, 80011. The contract action will result in a Firm Fixed Price contract. The selected Contractor shall be registered in Central Contractor Registration (www.ccr.gov) before award can be made. MARKET RESEARCH FOR HEALTH CARE TECHNOLOGY ASSESSMENT - 09 (HCTA09) THIS IS NOT A REQUEST FOR PROPOSALS OR A REQUEST FOR QUOTATIONS. IT IS STRICTLY A REQUEST FOR COMMENTS ON A DRAFT STATEMENT OF WORK AS PART OF MARKET RESEARCH IN ACCORDANCE WITH THE FEDERAL ACQUISITION REGULATION, PART 10, FOR A POSSIBLE FUTURE TRICARE CONTRACT AS A FOLLOW-ON TO THE CURRENT HEALTH CARE TECHNOLOGY ASSESSMENT CONTRACT. The Department of Defense (DoD), TRICARE Management Activity (TMA) is developing the requirement for health care technology assessment services which include full in-depth assessments and short assessments on specific focused health care topics. The Government estimates the contractor will be required to complete one or two assessments, either full, in-depth assessments, or short assessments, per month. As part of its market research, the Government is seeking industry input with regards to its draft Statement of Work (SOW) which is found under Health Care Technology Assessment - 09 (HCTA09), Reference Number HCTA-09 on the TRICARE Website at http://www.tricare.mil/contracting/healthcare/industryforum. DoD does not intend to award a contract on the basis of the survey submitted in response to the market analysis nor pay for costs associated with responses received. Comments are solicited as to whether the language included in the draft SOW is sufficiently descriptive/detailed and broad enough in scope, includes applicable and necessary standard industry/commercial practices, and establishes reasonable objectives and obtainable standards that can be measured and used in conjunction with possible performance incentives. Comments/suggestions on additional aspects of the draft SOW are encouraged and may also be submitted. All comments/suggestions made should be stated in generic/broad and nonproprietary terms. A summary of the Government's needs are basically as follows: The contractor shall utilize published refereed scientific literature and shall assess individual health care technologies, to include the full range of medical or surgical devices, services or procedures; behavioral health devices, services or procedures; dental health devices, services or procedures; or the use of pharmaceuticals for purposes other than that approved by the U.S. Food and Drug Administration. Information received in response to the SOW part of this market survey will not be considered confidential and may be incorporated to applicable portions of the SOW during the formal Request For Proposal (RFP). Comments relative to the SOW must be submitted to TMA through the TMA website, using the ‘Question and Answer' link. Your comments will be considered whenever received; however we request your comments as soon as possible. Interested parties may submit a response by e-mail through the aforementioned TMA Website no later than December 01, 2008. The government will not be publishing or responding in a public forum to any comments or questions as part of this market research. NO PHONE CALLS WILL BE ACCEPTED. It is anticipated that a solicitation will be issued on or about February 16, 2009. The RFP will be accessible in the solicitation posting, also on the TMA website. The date of receipt of proposals is anticipated to be April 24, 2009.
