- The Saint Lawrence Seaway Development Corporation (Corporation) plans to issue an Invitation for Bid (IFB) for dredging an estimated 115,000 cubic yards from the river bottom in the Intermediate Pool section of the Wiley-Dondero Canal between Eisenhower and Snell Locks and up to 4,000 cubic yards in the South Cornwall Channel at the International Tangent located in Massena, NY. This dredging will all take place in approximately 27 feet of water in the Seaway navigation channel and must be completed with minimal impacts to commercial vessel traffic. The dredging will require that the water included with the dredged materials be collected and tested prior to being returned to the river. The dredged material from the dredging in the Intermediate Pool shall be upland spoiled in a Corporation-owned spoil area at the west end of Snell Lock adjacent to the Intermediate Pool. The materials dredged from the South Cornwall Channel shall be staged at the same spoil area at the west end of Snell Lock but then shall be tested and hauled to and disposed of at an appropriate off-site disposal facility. The dredging can only be completed between September 1 and March 31 of each year. The solicitation will be issued electronically on or about April 29, 2009 via the Federal Business Opportunity web page at http://www.fedbizopps. Drawings are not available electronically. There will be a $60.00 US funds non-refundable fee for each set of drawings. Hard copies of the IFB will be issued upon request. Please send your request for bid package and drawings along with the above fee to the Saint Lawrence Seaway Development Corporation, Attn: Contracting Office, PO Box 520, 180 Andrews Street, Massena, NY 13662. The Corporation intends to award a Firm Fixed Price contract to the offeror whose proposal represents the best value to the Corporation based on price and any other price related factors on or about July 13, 2009 with all work to be completed by August 1, 2011. The cost range is between $5,000,000.00 and $10,000,000.00. Bid opening will be held on June 15, 2009 at 1:00 p.m. All responsive bids shall be considered by the St. Lawrence Seaway Development Corporation. A subcontracting plan shall be required by the bidder selected for award if a large business. This procurement is subject to the Small Business Competitiveness Demonstration Program and is open to both small and large businesses. NAICS code: 237990; Size standard $20.0M. The Department of Transportation (DOT) offers working capital financing and bonding assistance for transportation related contracts.
