Description
The Presidential Transition Act of 2000 (P.L. 106-293) authorizes a program to “acquaint key prospective presidential appointees with the types of problems and challenges that most typically confront new political appointees when they make the transition… to assuming the responsibility for governance…” The purpose of the overall Presidential Appointee Program is to provide valuable information, resources and insights to help top appointees succeed in their positions, with a strong focus on collaborative, effective and accountable leadership and management. It is intended to start at the top and extend throughout the federal government, establishing the tone and culture of collaboration and accountability for the Administration. It is critically important to build teamwork and to foster relationships and cross government networks in order to achieve the best possible outcomes in areas of top priority to the American people. The approximate duration of the contract is 28 months inclusive of options. The estimated cost of this project is up to $1,000,000, which has been appropriated by the Congress for this specific purpose and program. The resultant contract will be firm fixed price. The procurement method will be a competitive negotiated Request for Proposal (RFP) utilizing source selection procedures. Offerors will be required to submit both price and technical proposals. Technical evaluation factors may include: 1) Past Performance/Experience and 2) Project Management Plan, 3) Project Schedule and 3) Costs The RFP is planned for issuance on April 23, 2009. A pre-proposal meeting will be held on April 30, 2009 at 3:00 pm in Room 1108 of the General Services Administration headquarters building, 1800 F Street, NW, Washington, DC 20405.. The proposal due date will be May 14, 2009 at 2:00PM. Please note that it is the offerors responsibility to monitor the FedBizOpps website for any announcements or amendments pertaining to this RFP. To ensure receipt of RFP updates, offerors are encouraged to register as an "interested vendor." This procurement will be issued on an UNRESTRICTED basis with full and open competition procedures.
