THIS IS A SOURCES SOUGHT SYNOPSIS for information and planning purposes and is not to be construed as a commitment by the Government. This is not a solicitation announcement for proposals and NO CONTRACT will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. The U.S. Department of the Army (DOA), Army North, Fort Sam Houston, TX is conducting a Market Survey to identify small businesses, small disadvantaged businesses and 8(a) certified businesses conducting non-personal services to support HAZMAT training & certification (IFSAC or Proboard certification) and support for training lanes / evaluations involving a CBRNE Consequence Management Response Force (CCMRF) Technical Support Force units throughout the United States. Contractor is to provide technical CBRNE support services in addition to the designated equipment requirements above including instruction, training materials, training assessment recommendations, mentoring, and the execution of Weapons of Mass Destruction (WMD) training & evaluation scenarios. Contractors to perform duties as Incident Commander, Safety, Operations, Search & Extraction, and Medical for venues involving United States Army Reserve (USAR) Chemical Companies, and Area Support Medical Companies. Contractor will also assess and observe the Command & Control and provide technical expertise of the Mass Casualty Decontamination, Reconnaissance, Search & Extraction, and Medical operations as it is integrated into the Incident Command System with first responders. Contract also provides OSHA, NIMs, NFPA, and Incident Command System (ICS) training to selected CCMRF TSF Battalion Staffs designated part of CCMRF III and how it is integrated within ICS and first responders at the scene. Companies services are to be performed in the Chicago, Fort Bragg, Fort Hood, Greenville, Nellis AFB, Fort Stewart, Orlando, Boston, Seattle, Florence, Houston, Little Rock, Conroe, Sioux Falls, Fort Worth, Dallas, areas or as determined to support training and evaluation exercises. Company provides SMEs to fill positions of Incident Commander, Operations Officer, Medical Officer, Search & Extraction Officer, and Safety Officer during the period of performance based on units annual training calendar. Contractor personnel will also serve as instructors for COTS equipment and in accordance with established Technical Support Force Tactics, Techniques, & Procedures (TTPs) and the USARNORTH Mass Casualty Decontamination Training & Evaluation Outlines (TEO). All personnel are contracted in support of the USAR Chemical Companys mission/training in the area of mass casualty decontamination and reconnaissance operations. Personnel provided will have HAZMAT/CBRNE experience. Contractor personnel are expected to work up to 16 hours per day during exercise event. The period of performance is 1 Jul 09 through 30 Jul 10 and two 1 year options. Firms responding should indicate whether they are, or are not, a small business, a socially and economically disadvantage business or a woman owned business. All interested firms shall submit information demonstrating their capabilities to perform the work herein described. The general definition of a small business is one that is independently owned and operated, is not dominant in the field of operation in which it is proposing on Army contracts and with its affiliates; and the annual receipts does not exceed $7 million. The Army reserves the right to consider a small business set-aside based upon responses hereto for any subsequent acquisition. Small business respondents should provide a statement of capabilities to assist in the Army making a set-aside decision. Respondents are further requested to indicate their status as a Foreign-owned/Foreign-controlled firm and any contemplated use of foreign national employees on this effort.
